Vietnamese dissident and lawyer Nguyen Van Dai, founder of the Committee for Human Rights in Vietnam, was taken into custody in December 2015 after leaving his Hanoi home to meet with European Union representatives who were researching human rights abuses in the one-party communist country. Authorities have extended Dai’s time in detention since then, and he remains behind bars without having been brought to trial. On Monday, Jan. 29, Dai’s wife Vu Minh Khanh visited her husband in prison, and later spoke to RFA’s Vietnamese Service.

Tbong Khmum province police on Sunday arrested a man carrying both journalist and military credentials for allegedly illegally transporting rosewood, police said.
Hong Nak, deputy police chief of Tbong Khmum, said suspect Suos Nay was listed as a reporter for the newspaper Serey Pheap Khmer, while also serving as second lieutenant under the name Hak Polis. He said Nay was arrested on Sunday while illegally transporting rosewood timber to sell it in Vietnam.

Three nests belonging to critically endangered red-headed vultures are being guarded day and night to ensure their survival after they were discovered earlier this month at Preah Vihear’s Chheb Wildlife Sanctuary, according to a spokesman with the Wildlife Conservation Society (WCS). Spokesman Eng Mengey said the first nest was found on January 1 and the other two were discovered on Friday.

Cambodia’s exiled former opposition leader Sam Rainsy has officially launched a movement to keep his now-dissolved Cambodia National Rescue Party (CNRP) “alive” without fear of government reprisal, outlining an action plan with the objective of ensuring elections this year are free and fair.
Speaking to around 400 supporters in Long Beach, California on Sunday, Sam Rainsy—who has lived in exile since 2015 to avoid convictions widely seen as politically motivated—said that the new Cambodia National Rescue Movement (CNRM) “cannot be dissolved” because it does not need to register with the government, and will not be subject to monitoring by its ministries.
“This movement is very symbolic—it’s like a soul or spirit that cannot be dissolved, as it is not registered on paper,” he said, adding that the CNRM is a way around a ban on the CNRP, which was dissolved by Cambodia’s Supreme Court in November for its alleged role in a plot to topple the government.

A large stockpile of gunpowder meant for making fireworks went up in smoke late Saturday night at a military base in Kampong Speu, officials said today.
Treng Trayoeng commune Police Chief Prak Bunlay said four storerooms loaded with gunpowder exploded at 8:50 p.m. at the Cambodian Fireworks Company, which lies within a military compound in Phnom Sruoch district. Fireworks are assembled at the military site and later displayed at public events.
Defence Ministry spokesman Chhum Socheat declined to disclose the cost of the damage, saying such matters were “confidential” as it was an internal military matter.
“It exploded because of a technical error. We could not provide more detail about this,” he said.

An Environment Ministry ranger, a Military Police officer and an employee of a conservation organisation have been killed in a shootout with other Cambodian authorities near Mondulkiri’s border with Vietnam.
The three were on a forestry patrol in Keo Seima Wildlife Sanctuary late this afternoon when a shootout erupted in O’Raing district. The police officer and ranger died at the scene, while an employee with Wildlife Conservation Society died en route to the hospital, officials confirmed today.
According to Provincial Governor Svay Sam Eng, there was a confrontation between the group and a “border force” stationed in the area, though it is unknown exactly why the shootout erupted.

A prisoner who was arrested in Cambodia for what police describe as 'pornographic dancing' with young women tourists say they are innocent and insist they do not know why they have been arrested.
Police in Siem Reap, the popular town close to the famous ancient temples of Angkor Wat in the north west of the country, said the tourists would be appearing in court at a time to be announced.
Police said the group aged from between 19 to 35, and includes five British men, were being questioned so that a case could be submitted against them in the provincial court.

When Kem Ley was gunned down in broad daylight more than a year and a half ago, it sparked the Kingdom’s largest outpouring of grief since the death of King Father Norodom Sihanouk, the architect of Cambodia’s independence.
Widely revered for his ability to make political analysis relatable to everyday Cambodians, as well as for his fearlessness in criticising the government, Ley was shot to death in a Phnom Penh service station two days after he commented on Voice of America on a Global Witness report about the prime minister’s family and business interests. Many believed the killing to be politically motivated, and the motive of his assassin – that he killed Ley over an unpaid debt – was even questioned by the killer’s wife.

The Constitutional Council is planning to meet later this week to discuss amendments to the Constitution, including changes to an article guaranteeing the right for citizens to form organisations and political parties.
The document, a letter of invitation to local media, outlines an agenda for the meeting, to be held under the supervision of Prime Minister Hun Sen on Friday. It also lists the items up for amendment, which include articles 34, 42, 49, 53 and 118, but does not give information as to what changes would be proposed.
The planned amendments were confirmed by Secretary of State Sak Setha, a member of a working group headed by Interior Minister Sar Kheng to amend the Constitution.

The Human Rights Party closed yesterday of its own accord, officially removing itself from any conversation about potential challengers to the ruling party in the absence of the CNRP.
The move was met with mixed responses yesterday – with some lamenting the loss of a “back-up” opposition election contender, while others argued the party at least would not be playing the pawn in the ruling Cambodian People’s Party games.
Founded over 10 years ago by currently imprisoned opposition leader Kem Sokha, the HRP merged with the Sam Rainsy Party in 2012 to form the Cambodia National Rescue Party.

Thai Phany, the nephew-in-law of Prime Minister Hun Sen who is accused of running two large cockfighting rings, has been removed as a general in the Royal Cambodian Armed Forces.
Phany, formerly a one-star brigadier general, was removed by royal decree on December 19, according to a copy of the document released on local media yesterday.
He turned himself in to authorities early last month after police raided his cockfighting arenas in Takeo and Kandal provinces, apparently under Hun Sen’s orders.
Phany, who is a Cambodian-Australian citizen, is married to the daughter of the premier’s brother, Hun San.

The ruling party continued to tout purported defections to its ranks over the weekend, months after the Cambodia National Rescue Party – the nation’s only viable opposition – was dissolved at the government’s behest.
In a ceremony in Bati district’s Komar Reachea commune on Sunday, 344 people – 44 of them purportedly former CNRP youth activists – pledged their allegiance to Prime Minister Hun Sen’s Cambodian People’s Party.

Australian filmmaker James Ricketson, who is awaiting trial on contentious “espionage” charges, had his bid for bail rejected by Cambodia’s Supreme Court this morning.
The bail decision was handed down before he arrived at the Phnom Penh court.
Ricketson was arrested in June last year after he was spotted flying a drone above an opposition party rally. If found guilty of gathering information that could undermine Cambodia’s national security with the intent to pass it on to a foreign entity, he faces up to 10 years in prison.

Former opposition leader Sam Rainsy officially launched his new “movement” yesterday, outlining the body’s agenda while continuing to refrain from calling for protests – the body’s original stated aim.
Yesterday, Rainsy said the new Cambodia National Rescue Movement had a five-part plan, starting with appealing to the international community to take action. The next step is to work with “economic” partners to put financial pressure on the government.
Next, Rainsy said the movement will encourage people to protest nonviolently, and appeal to the armed forces not to shoot protesters. Finally, the movement will appeal to members of the ruling Cambodian People’s Party to defect from the government.

The governor of Preah Sihanouk province has outlined grievances ranging from increased criminality to economic disadvantages for Cambodians as a result of the rapid increase in Chinese investment and tourism in the province in a three-page report to Interior Minister Sar Kheng.
The document, which was signed on Wednesday by Governor Yun Min and obtained yesterday, noted that the highest number of foreigners requesting work permits in the province hailed from China, numbering 4,498 out of a total of 6,485 in the past year.
While noting “positive” elements of the foreign presence in Preah Sihanouk – such as increases in land prices, employment opportunities for locals and the development of hotels, casinos and restaurants serving Chinese tourists – the report also notes that “there are negative points”.

A group of US Senators has sent a letter to Nikki Haley, the country’s ambassador to the United Nations, urging her to work with other members of the UN Human Rights Council to pass a resolution on Cambodia’s political situation.
The bipartisan letter, dated Friday, alleged a “widespread attack” on political opposition, civil society and journalists, noting that Cambodia’s “fragile and burgeoning democracy” is in danger.

A Malaysian couple who were on death row for starving their Cambodian maid to death saw their sentences reduced to 10 years in prison last week, according to Malaysian rights organisations.
Chin Chui Ling and her husband, Soh Chew Tong, were initially convicted of homicide in 2013, but the appeal court handed them the death sentence for murder in 2015. On Thursday the Federal Court of Malaysia again reduced the charge to homicide.

Prime Minister Hun Sen has asked the Indian government to send observers for the national elections in July, amid wide-spread international concern about the legitimacy of the ballot following the dissolution of the opposition CNRP.
On an official visit to India, Hun Sen made the request to Indian Foreign Minister Sush-ma Swaraj while praising the South Asian country’s election track record.
“India is a big democratic country that can evaluate the election in Cambodia, whether it is free and fair for the coming election,” he said on his Facebook page on Saturday.

Ruling party lawmaker Chheang Vun has accused popular former opposition Commune Chief Sin Rozeth of supporting the Sam Rainsy-led “Cambodia National Rescue Movement” and using a restaurant she opened following the dissolution of her party to conduct political activity.
The lawmaker, who is from Battambang, has frequently confronted Rozeth following her victory in the province’s O’Char commune in last year’s local elections. However, after the widely-condemned dissolution of the Cambodia National Rescue Party for an alleged attempt to overthrow the government, all opposition officials who did not defect to the ruling party were removed from their positions, and Rozeth started a restaurant to make a living.

A memorial to the victims of the Khmer Rouge’s policy of forced evacuation has been unceremoniously removed just weeks after it was inaugurated at its designated site next to the French Embassy.
The sculpture, part of a memorial entitled For Those Who Are No Longer Here by French-Cambodian artist Séra Ing, was one of the reparations projects outlined in the 2014 judgment handed down by the Khmer Rouge tribunal in Case 002/01 against former Brother Number Two Nuon Chea and former head of state Khieu Samphan.

A group of 10 foreign tourists appeared in court today after being arrested for producing “pornographic” photos in Siem Reap town on Thursday, while dozens more were detained temporarily and let go after being lectured on their behaviour, according to authorities.
A report posted to the National Police website Saturday said that police on Thursday “cracked down on a place where pornographic pictures and tools were displayed” in an operation led by Deputy Provincial Anti-Human Trafficking Police Chief Duong Thavry and coordinated by Siem Reap Provincial Court Prosecutor Keut Vannareth.

Land prices soar on capital’s airport announcement

News of a new airport has sent prices skywards, but some say there is little to justify the sudden price hike.
The recent announcement that a new international airport to serve the capital will be built in Kandal province’s Kandal Steung district has sent land prices in the area soaring, but property experts suggest the assumptions fuelling the stratospheric price hike may be faulty.
Earlier this month the government announced it had approved a plan by a joint venture between local developer Overseas Cambodia Investment Corporation (OCIC) and the State Secretariat of Civil Aviation (SSCA) to construct a new airport for the capital on 26,000 hectares in Kandal province at an estimated cost of $1.5 billion.
According to local residents, prices on agricultural land in the area around the future airport, which previously ranged from between $2 to $3 per square metre, shot up nearly 1,000 percent following the announcement. Sale signs have appeared throughout the district with landowners asking $15 to $30 per square metre for the swampy undeveloped land.
The landowners appear convinced the airport’s construction will be a boon for residential property development.

Oum Dara lies on a hard wooden bed in his family’s hole-in-the-wall apartment in the capital, listening to the tinny notes of Rob Oun Neng Hery (“That’s you, My Dear”) playing from his cellphone. It’s a song he wrote for the iconic singer Sinn Sisamoth in the 1970s.
“That’s you, my dear, who is my fate . . . Please show mercy, and keep it meaningful, until the last day we breathe,” Sisamouth croons.

Authorities in Vietnam’s Nghe An province on Friday attempted to seize a parcel of land at the center of a compensation dispute over a development scheme, but left empty-handed after being confronted by residents who said it was illegal to evict them.
Local officials from the Vinh city government dispatched a phalanx of riot police to Nghi Kim commune’s Village No. 3 to seize the 500-square-meter (5,380-square-foot) parcel of land, according to state media, which had been earmarked for a “fire prevention” project.

Now entering his 34th year in power, 65-year-old Cambodian Prime Minister Hun Sen has had more than half his life to refine and update the canonical story of how he and a ramshackle squad of Khmer Rouge defectors helped overthrow Pol Pot in January 1979.
Many elements have remained the same, while others have slowly drifted over time. Then, as now, the story goes, Hun Sen fled to Vietnam in June 1977 to avoid Pol Pot’s purges; then, but not now, a large share of the responsibility for the evils of the regime lay with China.
What Will the Next China-Cambodia Military Exercise Look Like?
The expected development reflects broader domestic and regional trends underway.
