ស្ថានទូត​អាមេរិក​ថា​រឿង​កម្ពុជា​ជំពាក់​បំណុល​អាមេរិក​ទាមទារ​ការ​ពិភាក្សា​បន្ថែម

In so far as national debt is concerned, $300 mils is relatively small and, possibly, manageable, even for a regime as corrupt and incompetent as the CPP! That is, provided the regime has the political will and resolve to settle it. Cambodia still remains poor economically today despite having sold off the greater proportion of her natural wealth and assets, from sand exports and timber trade to the granting of land concessions to foreign interests [where the Vietnamese are believed to hold the lion's share]. These activities have of course been undertaken with the ruling elite's complete knowledge, but in a state of total secrecy and non-transparency in relations to the public and the people of the country. 

That is principally because these activities have been assisting the ruling elite on a number of crucial fronts, including, providing it with the means to reciprocate favours it has, and continues to receive, from foreign states [primarily Vietnam and China], thereby, cementing their ties to one another; enriching members of this same elite at expense of the state coffer. Those who point out that the US funding of the Lon Nol regime had been responsible for fueling the violence and destruction of this small nation instead of contributing to peace and stability should as well bear in mind that, if one were to follow this line of reasoning, this war-time intervention on the part of the "American imperialists" had played its part in the eventual downfall of the US-backed Lon Nol regime, the rise and collapse of the KR regime, which of course in turn gave way to the installing of the current CPP regime by Hanoi.

The US has its share of costly mistakes and miscalculations over Indochina, but she has done much, and could probably, do more for Cambodia [and the region] in future in terms of mutual benefit and co-operation. Washington, perhaps, does not want to be seen to set what it sees as one easy precedent too many for other states to cite as reference in this matter, hence its reluctance to write off this relatively small debt. The US State Dept should in fact insist on Cambodia repaying this debt - that is as long as the country and its people are being held hostage by the present regime and the human rights principle, democratic pluralism etc. remains a mirage on the horizon. 

The US can do even more for Cambodia and her people if the next parliamentary election will have failed to mirror the aspirations and will of the electorate due to rigging or the losing incumbent ruling party refusing to hand over power to the elected opposition by asking the UN Security Council to withhold the country's seat - as this had been done in the 1980s - or by having it occupied by the elected political party if it chooses to form a government-in-exile in such a scenario.

លោក​នាយក​រដ្ឋមន្ត្រី ហ៊ុន សែន កាល​ពី​ពេល​ចូលរួម​កិច្ច​ប្រជុំ​វេទិកា​សេដ្ឋកិច្ច​ពិភពលោក​នៅ​ទីក្រុង​ដាវូស (Davos) ប្រទេស​ស្វីស (Switzerland) កាល​ពី​ពេល​ថ្មីៗ​នេះ បាន​ស្នើ​ជា​ថ្មី​ឲ្យ​រដ្ឋាភិបាល​សហរដ្ឋ​អាមេរិក លុប​បំណុល​ដល់​កម្ពុជា ដែល​អាមេរិក ផ្តល់​ឲ្យ​រដ្ឋាភិបាល​លោក​សេនា​ប្រមុខ លន់ នល់ ចន្លោះ​ពី​ឆ្នាំ​១៩៧០ ដល់​ឆ្នាំ​១៩៧៥។



បញ្ហា​បំណុល​ដែល​កម្ពុជា ជំពាក់​សហរដ្ឋ​អាមេរិក តាំង​ពី​សម័យ​សាធារណរដ្ឋ​ខ្មែរ ត្រូវ​បាន​លោក​នាយក​រដ្ឋមន្ត្រី ហ៊ុន សែន លើក​ឡើង​ជា​បន្តបន្ទាប់​ក្នុង​មួយ​រយៈពេល​ចុង​ក្រោយ​នេះ។ លោក ហ៊ុន សែន នៅ​តែ​ទាមទារ​ឲ្យ​សហរដ្ឋ​អាមេរិក លុប​បំណុល​ដែល​សហរដ្ឋ​អាមេរិក បាន​ផ្តល់​ឲ្យ​រដ្ឋាភិបាល​លោក លន់ នល់ ហើយ​ដែល​លោក ហ៊ុន សែន ថា​បាន​ក្លាយ​ជា​បន្ទុក​សម្រាប់​រដ្ឋាភិបាល​លោក​បច្ចុប្បន្ន។

ផ្ដើម​ចេញ​ពី​មូលហេតុ​ទាំងអស់​នេះ លោក ហ៊ុន សែន បាន​ស្នើ​ឲ្យ​រដ្ឋាភិបាល​សហរដ្ឋ​អាមេរិក ជាពិសេស​ប្រធានាធិបតី​ថ្មី​សហរដ្ឋ​អាមេរិក លោក ដូណាល់ ត្រាំ (Donald Trump) ពិចារណា​លុប​ចោល​បំណុល​ដែល​អាមេរិក​ផ្តល់​ឲ្យ​របប​សាធារណរដ្ឋ​ខ្មែរ។ លើស​ពី​នេះ លោក ហ៊ុន សែន ក៏​ទាមទារ​ឲ្យ​សហរដ្ឋ​អាមេរិក ទទួល​ខុស​ត្រូវ​ផ្តល់​ជំនួយ​ដល់​កម្ពុជា សម្រាប់​បម្រើ​ដល់​ការ​ដោះ​មីន និង​គ្រាប់​មិន​ទាន់​ផ្ទុះ ដែល​បាន​បន្សល់​ទុក​តាំង​ពី​សម័យ​នោះ។ លោក ហ៊ុន សែន ចាត់​ទុក​ថា នេះ​ជា​ការ​ទទួល​ខុស​ត្រូវ​យ៉ាង​ហោច​ណាស់​ផ្នែក​សីលធម៌​របស់​សហរដ្ឋ​អាមេរិក ចំពោះ​កម្ពុជា។
