In the future, Vietnam might attack its citizens in Cambodia and blame the killings on Khmer people and Cambodia, thus giving the right to Vietnam to invade Cambodia under the pretext to protect its citizens. And Vietnam will encourage its citizens to do the referendum to secede the areas that they live and join with Vietnam.
This tactic will reoccur again and again until Cambodia has no more land.
Finally, the win win's policy of Ah Chker Chkuot Hun Sen will become a piece of shit.
