With technology taking over in this day and age, the activity of reading paperback books is losing its shine, but Cambodian libraries continue to remain an important place to improve one’s education.

Reading has for centuries been one of the greatest pillars of foundation for education, but with encyclopaedias, newspapers, magazines and various other types of documents now readily available for reading over the Internet, it begs the question if
Cambodian libraries are still relevant today.

Libraries in Cambodia have been around since the French colonial era with the first to set up being the National Library, located west of Wat Phnom in the centre of the Phnom Penh.

“Where does one begin?” academic editors Katherine Brickell and Simon Springer ask, in the first words of a gargantuan new anthology of articles on modern Cambodia. For the two scholars, it’s with matters close to the heart.

The pair, who recently compiled and published The Handbook of Contemporary Cambodia, have sought to leave no intellectual stone unturned in this impressively dense volume.

“We will start with the rush of emotions that first drew us into our love for Cambodia in the first place,” the introduction reads.

Both specialists of human geography who began researching Cambodia in the early 2000s, Brickell and Springer were approached by Routledge publishers to assemble some of the foremost scholars on the Kingdom for the work, which took around three years to complete.

Donald Trump’s presidency is nearly 100 days old, and it feels more like 1,000.

Watching him preside over the United States for 100 days is akin to dealing with a newborn baby for three months. The late nights, unpredictability, the constant need for attention, the crying—it’s an eerie parallel. More importantly, if Trump’s first three months and change in office are an indicator of what’s to come, it provides a measure of satisfaction to those of us who warned this would happen.

The “Never Trump” Republicans were united by a pledge never to support his candidacy—one that was based on his behavior, his past, and our deep fears about that he would do if ever occupied the Oval Office. Those fears are now playing out.

A thin young man, totally naked, clambers onto the hood of an armored vehicle from what’s called the National Bolivarian Police force. “Don’t throw any more bombs, brother, por favor!” he begs. But in Venezuela, the forces of the government have no patience with such protests or such pleas. They answer the man with rubber bullets at point blank range, stones, and a terse, unequivocal order from one police officer shouting: “Get down!” When he is moving away, he is blasted in the back with scatter-shot from a riot gun that leaves pox-like lesions across his body.

Of such incidents memes are born. And as Venezuela continues what looks like a death spiral for the regime of Nicolás Maduro, but also an agony for the country amid vast privations and vast demonstrations, the image of that thin young man’s naked body peppered with wounds has spread on social media more quickly and more pervasively than the tear gas that has been choking thousands of protestors in the streets of Caracas throughout the month of April.

Porn Industry Irate Over Netflix and Rashida Jones’s Sex Series ‘Hot Girls Wanted’


Khmer Circle: Pornography is forecast by some to be the dominant 'literature' of the future, but until then it will have to be sold as a form of sexual liberation and gender equality. Among some western and westernised cultures, pornography has already permeated mainstream society and life through entertainment, fashion and marketing. In recent decades, Islamic militants have used this facet of western culture and exploitation of women in general as one of their favoured propaganda themes in their recruitment drive and crusade against perceived cultural decadence and decay in western civilisation. Beware of the Greeks come bearing gifts...

In addition to the show’s exploitative nature, some in the adult industry claim they were tricked into participating in the series.

Following the debut of the Rashida Jones-produced Netflix documentary Hot Girls Wanted in 2015, the porn industry was gun-shy—fearful of allowing mainstream media to film them lest they be portrayed in such a one-dimensional, unfavorable light.

The new six-part miniseries Hot Girls Wanted: Turned On, also on Netflix, continues to perpetuate a skewed view of the industry while masquerading as an unbiased perspective. It is, to porn industry observers, about as fair and balanced as Fox news.

Porn isn’t nearly the “menace” the GOP would have you believe—a predatory bottom feeder lying in wait till it consumes our children’s innocence, promising riches to impressionable young women and teaching America’s men all the wrong lessons when it comes to bedroom etiquette. The economy or a lack of resources and education is likely more to blame than porn, as most performers get into the business for purely financial purposes, whether it’s to pay off student loan debt or generally get ahead in life. Porn happens to be a viable option but it’ll never pay enough to make up for the lifelong stigma a performer must endure afterwards. Sadly, that stigma continues to be perpetuated in mainstream media by some of the same people claiming to break down those barriers. Hot Girls Wanted doesn’t focus on why girls get into the business; it instead focuses on the people who take advantage of them.

Another glitzy condo sets up in BKK1, but occupancy is dismal

Trendy commune Boeung Keng Kang 1 is now home to the latest residence in town. Platinum Bay, a 32-storey condo, has officially opened the doors to its 222-unit building. While finishing touches will be complete by the end of May, buyers have already started to move in – although the number is paltry. At present, only 10 units are occupied.

The developer, Tang Chen Investment Co., could not be reached for comment on the condo’s total occupancy rate. Platinum Bay, which announced its project in 2013, was initially slated for a 2015 completion.

Kek Narinn, CEO of Focus Property, whose office resides in BKK1, said earlier this week that the room rate in the commune has taken a slow dip due to the rise of new condos and apartments all opening their doors within months of each other. Despite this, he said, judging from the overall occupancy rate, BKK1 still ranks the highest among all of Phnom Penh’s main residential districts. This rate corresponds to almost 90 percent occupancy.

U.S. Secretary of State Rex Tillerson warned on Friday that failure to curb North Korea's nuclear and missile development could lead to 'catastrophic consequences,' while China and Russia cautioned Washington against threatening military force.

Washington has recently lavished praise on Beijing for its efforts to rein in its ally Pyongyang, but Chinese Foreign Minister Wang Yi made clear to the U.N. Security Council it was not only up to China to solve the North Korean problem.

"The key to solving the nuclear issue on the peninsula does not lie in the hands of the Chinese side," Wang told the 15-member council in remarks contradicting the White House belief that it does wield significant influence.

As the United Nations Security Council decides whether to tighten the sanctions screws on North Korea, the country's increasingly isolated government could lose a lifeline provided by state-owned China National Petroleum Corp (CNPC).

For decades, the Chinese oil giant has sent small cargoes of jet fuel, diesel and gasoline from two large refineries in the northeastern city of Dalian and other nearby plants across the Yellow Sea to North Korea's western port of Nampo, five sources familiar with the business told Reuters. Nampo serves North Korea's capital, Pyongyang.

CNPC also controls the export of crude oil to North Korea, an aid program that began about 40 years ago. Cambodian Prime Minister Hun Sen called on the United States Thursday to end its practice of forcibly deporting convicts with Cambodian heritage to the Southeast Asian nation, a policy he said “splits up families.”

“We request an amendment to the agreement on deportation. Such deportation splits up families of our Cambodian people,” Hun Sen said at a speech at a graduation ceremony in Phnom Penh.

“When they are jailed in the U.S., their families are allowed to visit them in the prison. However, when they are deported, they are far apart (from their families). The Cambodian government needs to address this matter,” he said.

Prime Minister Hun Sen yesterday defended himself from critics who claim the massive flow of workers leaving the country is indicative of a lack of development at home, and sought to clarify any misunderstanding on Cambodia’s recent request to amend a repatriation agreement with the US.

During a speech at a graduation ceremony for the National Institute of Education yesterday, Hun Sen said the deportation agreement – under which the US has sent hundreds of Cambodians with criminal convictions back to the Kingdom – has not yet been cancelled but appealed to the US to amend it for humanitarian reasons.

Hun Sen added that the Cambodian government has an obligation to support the rights of its citizens living in the US. He criticised the deportation practice for breaking up families and used the opportunity to take a sly dig at Washington, which has been the subject of repeated attacks by Cambodian officials of late.

“This is a pitiful separation . . . The Cambodian government must think about its people . . . We hope the US, which claims to be the father of democracy, will respect human rights and accept a request for an amendment in order to allow Cambodian convicts to continue to live in the US with their families,” he said.

Phnom Penh City Hall yesterday washed its hands of the decadelong contentious Boeung Kak lake issue, saying it was closing its conflict resolution process, leaving seven families who had refused to accept the government’s offers in the lurch.

Following the signing of a deal with CPP senator Lao Meng Khin’s Shukaku Inc in 2007, City Hall handed over 133 hectares of state land to the firm to build a still-incomplete satellite city. As the firm started to fill in the 90-hectare lake, residents were forced to leave due to flooding and forced evictions.

Some residents accepted compensation or apartments at the Damnak Trayoeng relocation site outside the capital, and in 2012 Prime Minister Hun Sen carved out 12.44 hectares from the Boeung Kak project site to resettle affected residents. All but seven of the 700 families accepted the plots of land.

Yet another international organisation has released a report criticising the Cambodian government’s treatment of the press yesterday, warning that the Kingdom could experience an even more severe “crackdown” as the elections draw nearer.

The new report, by the US government-funded pro-democracy NGO Freedom House, singled out Cambodia as a “country to watch”.

“Prime Minister Hun Sen’s determination to avoid a repeat of 2013 general elections, in which the opposition made significant gains, could translate into a media crackdown ahead of upcoming polls,” the report says.

The 50-year-old chief of a government-run orphanage was charged on Wednesday in Preah Vihear Provincial Court for allegedly raping a 14-year-old living at the institution earlier this month, while yesterday a 69-year-old British citizen was arrested after allegedly paying teenage girls for sex.

Phy Siphon, spokesman for the Preah Vihear court prosecutor, identified the orphanage chief as Luong Earth. “The deputy prosecutor charged him with rape under articles 239 and 241 of the Penal Code on Wednesday, and the investigating judge decided to place him in pre-trial detention,” she said.

Kong Kea, Preah Vihear town deputy police chief, said local police arrested Earth on Monday after the victim’s mother filed a police complaint on April 19. The incident allegedly took place on April 9, but the victim initially kept quiet. She confessed to her mother during a Khmer New Year visit, and said she didn’t want to return to the orphanage, where she had lived for two to three years.

As an opposition lawmaker appeared in court yesterday to be questioned over a controversial case involving a Radio Free Asia journalist, the news outlet issued a strong rebuke against the accusations that he misrepresented himself in order to get an interview with a politically sensitive prisoner.

Chun Chanboth allegedly falsely declared his identity to gain entry, along with an opposition delegation including Long Ry and Mu Sochua. RFA reporters generally use pen names, and Chanboth used his real name, Huot Vuthy, to register at the jail.

Responding to the allegation that he had sought to deceive guards, RFA issued a statement calling it “beyond reason that authorities would target, harass, and threaten a journalist for doing his job”.

Despite Cambodia having only a handful of female lawmakers, they are more likely to visit local communities than their male counterparts, with opposition female lawmakers in particular far outstripping men, according to Comfrel’s Gender Watch report released yesterday.

The election watchdog’s statistics showed that of 24 female lawmakers, more than 83 percent (20) made provincial trips in 2016, compared to around 78 percent of their 99 male counterparts. Women from both parties each made an average of roughly 14 trips per year, while men averaged 13.

The three female lawmakers from the opposition Cambodia National Rescue Party, however, were far and away the most prolific travellers, statistically speaking, averaging 40 trips apiece to the provinces in a year. They also trounced the men in their own party, who averaged only 18 trips apiece.

A two-star military police general allegedly assaulted a Cambodian-American with a drinking glass during an altercation at a wedding ceremony in Kampong Speu province, police said yesterday, but local authorities had taken no legal action against the officer as of yesterday.

Baset district deputy police chief Khun Sophal said that Phan Vannareth, a major general with the military police, had hit the victim on the back of his head on Sunday after the victim unintentionally “impacted” on him when opening a wine bottle.

“When [the victim] opened the wine, it spilled on [the general] . . . He ran to get a glass to hit the back of his head . . . Before [the general] hit him, he asked his bodyguard to get the car ready. He went to hit [the victim] and walked to his car and drove away,” he said.

Around 600 hectares of the protected Southern Cardamom National Park in Koh Kong have been illegally cleared and sold off for cultivation since 2013, sometimes by local authorities, according to the conservation organisation Wildlife Alliance.

In 69 separate cases, dense evergreen forest in Thma Bang district has been cleared and burned and sold off to the highest bidder, said Suwanna Gauntlett, Wildlife Alliance’s CEO. Around 90 hectares of land were logged this year, she added.

According to the organisation, Russey Chrum commune chief Mean Noeurn, another former commune chief, a former district governor, a director of the agriculture department and a Chinese company called Jian Zhong Jin Shan Guo Ji Wou Xian Gong Si Co Ltd, were all responsible for the logging.

The trouble for the “Adhoc 5” started after Khom Chandaraty walked into the human rights group’s office on the evening of March 9, 2016, where she informed staffers there that she had been falsely accused of being then-CNRP vice president Kem Sokha’s mistress.
A month later, Phnom Penh Municipal Court prosecutor Seang Sok questioned the hairdresser for around five hours, only to emerge from the courtroom to make a startling revelation.
“She answered in front of me and admitted that the voice in the conversation between her and Kem Sokha is really her voice,” he said, referring to purported audio recordings of Sokha and Chandaraty.

China, according to a U.S. defense official speaking to CNN, has put cruise missile-capable bombers “on high alert” and brought up other planes to a full state of readiness. The moves are meant, according to the official, to “reduce the time to react to a North Korea contingency.” Moreover, Beijing, according to various dispatches, is deploying troops and mechanized units to areas bordering the North.

Russia reportedly is transporting forces close to its 11-mile border with North Korea. Moscow says the movements, part of previously scheduled exercises, have nothing to do with tensions on the peninsula.

Defence lawyers for 11 CNRP activists appealing an “insurrection” charge refused to proceed with the hearing yesterday without the presence of plaintiffs, as drastically heightened court security restricted media outlets and even family members from attending what the judge insisted was a public trial.

Former CNRP official Meach Sovannara was among those sentenced to up to 20 years for their alleged roles in an opposition protest that turned violent in 2014 when demonstrators turned on a crowd of Daun Penh security guards, who for months had repeatedly used brutal means to disperse peaceful protests. The defendants have long maintained that they were not part of the violence, while Sovannara – among others claims the case is purely political.

Yesterday’s hearing was meant to discuss two appeals – one challenging the guilty verdict and the other challenging flaws in the lower court’s procedures. But before the appeal hearing could begin, defence lawyer Sam Sokong demanded that the court produce the scores of plaintiffs – mostly Daun Penh security guards who claimed to have been injured to appear in the court as witnesses. The other four defence lawyers unanimously agreed.

Judge Plong Samnang said he had summonsed the plaintiffs to the hearing, but it was their right not to appear. However, the plaintiffs’ lawyers had also failed to appear, he noted. “If [the lawyers] still don’t come, we will send a letter to the Bar Association about that,” he said.

While five current and former officials at human rights NGO Adhoc languished in prison, where they remain today, Miguel Jerónimo decided to bring attention to the people whose lives have been touched by the human rights workers.

So he picked up his tool of choice: a camera. On the eve of the one-year anniversary of the officials’ detainment, the Phnom Penh-based photographer opens his photo exhibition, I Am The Five, featuring one portrait for each day in pre-trial detention.

At The Mansion, where the exhibition will be on display until April 29, five vacant chairs sit in one room, while a colourful series of portraits captures Cambodians from all walks of life.

Yet out of all these portraits, only five faces are to be found – those of the detained officials Nay Vanda, Ny Sokha, Yi Soksan, Lim Mony and Ny Chakrya.

Defence lawyers’ suspicions were confirmed on Thursday, when a Phnom Penh Municipal Court judge extended the pre-trial detention of the so-called “Adhoc 5” by an additional six months, citing the need for more investigation into their case, which has already dragged on for a year.

Investigating Judge Theam Chanpiseth met with the accused and their lawyers at a closed hearing, informing them that because he needed to question more witnesses and investigate the case further, the five would have to remain in prison. In the last six months, however, only one witness has been questioned.

On Wednesday, a court clerk had said in separate interviews with media outlets that a judge had already decided to extend the group’s detention, only to backtrack hours later. Defence lawyers, however, took the apparent slip-up as evidence their clients’ continued detention was a foregone conclusion.

Cambodia's press freedom ranking has fallen four spots compared to last year, to 132 out of 180 countries, according to Reporters Without Borders’ (RSF) latest World Press Freedom Index.

The 2017 index, published yesterday, cited the high-profile killing of political commentator Kem Ley as an attempt to gag the media and critics. Ley was gunned down in a Phnom Penh service station last July, days after the release of an explosive Global Witness report mapping out Prime Minister Hun Sen’s family’s web of questionable business ties, a report Ley had commented on in the media.

Benjamin Ismaïl, head of RSF’s Asia-Pacific desk, said that increasing attacks against the media, especially in relation to the Global Witness report, had fostered an environment of intimidation and violence that can fuel self-censorship.

“More and more Asian governments deliberately confuse the rule of law with rule by law,” he said. “By adopting increasingly draconian laws, governments with authoritarian tendencies hope to justify their attempts to gag the media and critics.”

Despite the Foreign Ministry reiterating its request to suspend and renegotiate its repatriation agreement with the US – which allows for the deportation of Cambodians with criminal convictions living in the States back to the Kingdom – the timetable for such a plan remains uncertain.

The Cambodian government first requested a temporary halt to the practice of deporting Cambodians – many of whom have been living in America since childhood – at the end of February. Foreign Minister Prak Sokhonn repeated the position at a meeting with Deputy Assistant Secretary of State Patrick Murphy on Tuesday.

US Embassy spokesman Jay Raman yesterday said the joint commission will “convene in the coming months”.In the meantime, 31 Cambodian citizens are still slated for deportation and have been approved for repatriation by the Interior Ministry.

Actress banned for sexy clothing

In most South East Asian countries, Cambodia, Thailand and Myanmar included where sub-tropical heat or humidity is high most times of year men opt to go without clothes as much as they can, especially, the top half of the body and while they are around the home; something that for some men in their physical prime and sexual appeal can drive members of the opposite sex insane! 

Centuries past women too wore very little, covering only their breasts and from the waist down with minimal garments. Ahh... The Golden Age of "sexual freedom" and "gender equality"? 

But, let us imagine if we were to take this notion of "gender equality" to its naked, absolute logical conclusion. Should we all then be OK with women going literally topless around the home and elsewhere? 

In this animal kingdom in which 'man' belongs, sex is still the most powerful primordial biological instinct and impulse, and while this impacts both sexes, it is also the case that women are not - physically - on the same, level playing field as their male counterparts, and therefore seldom resort to brute force as means by which to gratify their sexual urges. Incidence of rape committed by men around the world is undoubtedly highest in the family unit, i.e. within marriage, and, disturbingly in Cambodia post 1979, this is known to occasionally involve the father raping his own daughter too. 

Obviously, just like domestic violence, the law tends to turn the other way on this abuse, regarding it as private matter. 

There's more to this theme than what is alluded to here, but one sometimes wonders how much success - if any - any of these enlightened advocates of "gender equality" would be able to achieve in even moderately conservative Muslim countries like Indonesia, Turkey or Malaysia? We can only hope that they won't try preaching their gender gospel in places like Iran, Saudi Arabia or Allah forbid, Taliban-held Afghanistan! 

Let's be clear on this  - women empowerment and 'gender equality' are principles worth fighting for. But lets not confuse equality, freedom, gender and sexuality (which have their respective place and legitimacy) with excessive sexual abasement or "permissiveness" that will have had the most harm for women themselves rather than any measure of good.

The Ministry of Culture and Fine Arts’ disciplinary council on Tuesday decided to suspend a music video actress from working in the entertainment industry for one year after her refusal to curb her sexy clothing style – an action that observers yesterday said was “appalling” and “ridiculous”.
The punishment comes nearly a year after Denny Kwan was summoned by the ministry to be “educated” about her attire after photos of her wearing a revealing dress appeared on local media.
Chamroeun Vantha, an adviser for the ministry and chief of the disciplinary council, yesterday said Kwan was punished because she failed to respect a written promise she made with the ministry last May.

Prime Minister Hun Sen in February minted more than 400 new generals in yet another round of mass military promotions, which one observer characterised as a “loyalty scheme” deployed as elections approach.

According to a royal decree signed by King Norodom Sihamoni and dated February 27, 434 army colonels have been made brigadier generals, while four members of Cambodia’s navy also received one star.

The promotions are part of an initiative to elevate soldiers who have served since before 1979, the decree states.

At a conference on access to information yesterday, beleaguered RFA journalist Chun Chanboth acknowledged to attendees the challenges facing journalists reporting in Cambodia but noted that he couldn’t elaborate on them himself.
But that wouldn’t be for lack of experience.
As analysts, experts and journalists point out, Chanboth who has been accused by authorities of breaking the law by misrepresenting himself to gain an interview with a political prisoner – is a case study in a unique aspect of Cambodia’s media environment.
With a seldom-relaxed government stranglehold on proper channels to access and information, reporters are often left with little choice but to blur ethical lines if they hope to serve the public interest.
