This is yet more grandiose wasting of public funds, never mind the CPP regime's deliberate and constant distortion of history. Vietnam has been gaining territorial advantage and paying for the costs of border markers - which is after all a small price to pay considering all the gains in land mass at Cambodia's expense.

Along the same borderline - and every where else with the country's other neighbours - border police posts and check-points remain in a state of dereliction, standing in sharp and humiliating contrast to the well built and maintained administrative infrastructures of the other side just meters away across the border.

Vietnamese democracy activist Huynh Truong Ca was sentenced on Friday by a court in southern Vietnam’s Dong Thap province to a five-year, six-month prison term for criticizing the country’s communist government in a series of online postings, state media and other sources said.

A member of the Hien Phap Group, a network of activists calling for rights to freedom of speech and assembly guaranteed by Vietnam’s constitution, Ca was arrested in September after calling on social media for public protests, sources said.

PHNOM PENH -- Cambodia's exiled opposition leader, Sam Rainsy, a longtime foe of Prime Minister Hun Sen, has vowed to return to the country next year. If realized, the move would be seen as posing a predicament to the rules of a one-party state that is under threat of trade sanctions by the European Union.

Since the middle of December, officials of the Cambodia National Rescue Party have been repeatedly mentioning return of the leader in exile.

On Tuesday, leading opposition figure Mu Sochua said Rainsy and a "big group" of other CNRP members will return in early March. "We have been discussing for at least two months. There's no if. He will return," she added.

Rainsy himself revealed his intention to return. "I am asking all Cambodians to rise up and join me at that time, so that we can jointly fight for real change," he told supporters of the CNRP on Dec. 16 in Paris, where he is exiled.

PHNOM PENH — 

Cambodia's government will host the start of a three-day celebration marking the 20-year anniversary of the end of civil war. The event, beginning Dec. 29, is designed to lay to rest the issue of when the long-running conflict finally ended.

Tens of thousands are expected to gather in Chroy Changvar, the peninsula that fronts the capital, dividing the Mekong River and Tonle Sap, to mark the war's end — known as "win-win." They will also mark the opening of a memorial that the government says will "tell the next generation the real history of Cambodia."

On Dec. 29, 1998, Cambodia's 30-year war ended when surviving Khmer Rouge leaders Nuon Chea and Khieu Samphan formally surrendered to Prime Minister Hun Sen at his compound on the outskirts of Phnom Penh.

Cambodia’s Anti-Corruption Unit is obligated to investigate Prime Minister Hun Sen to ensure payments he made to reporters at privately owned, pro-government news outlets weren’t taken from the national budget, observers said Thursday.

In an audio recording of a phone call that went viral after it was leaked on social media last week, Hun Sen told CNC TV general director Ouk Bora that “my wife and I support all the staff” at the station, regularly providing them money “during special events.”

On Wednesday, the prime minister acknowledged in a speech to workers in Kandal province that he paid reporters at CNC TV and Bayon TV—a station owned by his daughter that broadcasts reports sympathetic to the ruling Cambodian People’s Party (CPP)—because “it is important for the government,” and dismissed concerns over the source of the money, which he said was his own.

China’s top diplomat in Cambodia has dismissed criticism from Western governments over Prime Minister Hun Sen’s regime and its ties to Beijing, amid concerns over reversals of democracy following a general election widely seen as unfree and unfair and a wider crackdown on civil society.

Wang Wentian, the newly appointed Chinese ambassador to Cambodia, met with Hun Sen on Friday at the Council of Ministers building in the capital Phnom Penh, after which the prime minister posted a message to his Facebook page saying Wang had pledged to “bolster relations for the sake of people” and referring to ties between the countries as “forged in steel.”

The meeting followed one between Wang and Cambodia’s Foreign Minister Prak Sokhonn on Dec. 25, during which the two pledged to further improve bilateral relations and the Chinese diplomat expressed Beijing’s “strong support” for Hun Sen’s government, according to a statement issued Thursday by Cambodia’s Ministry of Foreign Affairs.

Cambodian Prime Minister Hun Sen on Wednesday issued a challenge to self-exiled Cambodia National Rescue Party (CNRP) Acting President Sam Rainsy, daring him to return to the country.

Sam Rainsy, who recently took the office of acting president of the now banned major opposition party last week vowed to return to Cambodia in 2019 to fight for democracy.

“I want to clear everything up with this person,” the prime minister said during a meeting of garment factory workers in Kandal province. “I have already ordered Civil Aviation to not ban this awful guy because we need to put him in handcuffs.”

“We’ve been trying to arrest this guy for a long time, and now he’s going to surrender. If you don’t come before March, you’re a dog!” Hun Sen said.

A court in Vietnam on Wednesday threw out an appeal by Vietnamese activist Nguyen Trung Truc, a member of the online Brotherhood for Democracy advocacy group, against his 12-year jail sentence for subversion.

During morning proceedings that lasted just under three hours, the appeals court in the central coastal city of Da Nang upheld a September decision by a lower court in Quang Binh province ordering Truc, 44, to spend 12 years in prison and a subsequent five years under probation for activities “aimed at overthrowing the people’s administration,” under Article 79 of Vietnam’s penal code.

Speaking to RFA’s Vietnamese Service following Truc’s Wednesday trial, defense attorney Nguyen Van Mieng said that the hearing had “lasted longer than usual, as the defendant delivered a lengthy argument for his innocence.”

Cambodian Prime Minister Hun Sen warned on Wednesday that a prominent opposition figure who lives in self-imposed exile abroad would risk being arrested if he dares to return to Cambodia as he recently promised.

The prime minister was referring to Sam Rainsy, a former leader of the main opposition Cambodia National Rescue Party (CNRP), which was dissolved by court order last year ahead of a general election in July.

“I’m prepared to handcuff and send to prison the person who is prepared to return to Cambodia. If you dare come as you pledged, you are not a human being but an animal, a dog,” Hun Sen said in remarks to garment workers.

Hun Sen said, however, that he will not bar airlines from bringing Sam Rainsy home on their flight.

Will Cambodia’s Bun Rany be the next ‘first lady’ to fall from grace?

The recent ignoble falls from grace of two of Asia’s former “first ladies” – the Philippines’ Imelda Marcos and Malaysia’s Rosmah Mansor – raise some relevant questions for Cambodia and the international community: Could Cambodia’s Bun Rany, the wife of Prime Minister Hun Sen, be next on the list?

The answer lies in addressing further questions: Will the wife of Cambodia’s longtime prime minister ever be investigated for allegations regarding the 1999 murder of actress Piseth Pilika? Will Bun Rany be investigated for using the Red Cross emblem to bolster her husband’s leadership?

Most important, does Cambodia under Hun Sen subscribe to the same “Asian values” or norms embraced by other member states of the Association of Southeast Asian Nations (ASEAN)?

Early this month, Imelda Marcos, who was the Philippines’ first lady for the 21 years of Ferdinand Marcos’ reign and, after the country’s return to democratic rule, was elected to Congress, was found guilty in court of seven counts of graft, with each count punishable by a minimum of six years in prison – for a possible total jail term of 42 years. It was reported that the ruling automatically disqualified her from holding public office.

Cambodia Prime Minister Hun Sen alleged Friday that the main opposition party he had banned last year is spreading fake news, while it emerged that his government has exerted heavy-handed control of a purportedly independent outlet.

“Cambodia is facing the serious problem of fake news that has polluted the social environment,” he said in a statement delivered at the Club of Cambodian Journalists annual meeting.

The fake news was “provoked by the opposition politicians and opportunists, with the goal of toppling the legitimate government through colored revolutions, with the intent to drag the country into war with the support of foreign entities,” he said, repeating a familiar theme.

He also praised media outlets that wrote positive articles about his government.

“To use an arcane wartime decree about holding events in public spaces to stop a private gathering at a hotel is clearly unjustified and cynical,” 

Vietnamese government authorities in Hanoi on Wednesday raided a gathering of registered NGOs and abruptly shut down their annual civil society workshop, drawing condemnation from an international rights group which called it “an alarming step-up of the authorities’ repression of civil society.”

Eight civil society groups from the health, public administration, and human rights sectors organized the two-day event which focused on the role of civil society groups in advising and engaging with the government on solutions to social issues.

After the meeting began, a blackout occurred in the auditorium while Gianh Hoang Dang, deputy director of Vietnam’s Center for Community Development Studies who researches civil society, was giving a presentation on the role of social organizations in ensuring quality and access to public services, some attendees said.

“Their founding leader, Ho Chi Minh, made many of these demands a hundred years ago.  But now that we are making demands similar to the earlier ones, they may find they can’t agree.”

Vietnamese civil society groups and individuals based both in Vietnam and abroad called on their government in a petition on Wednesday to implement political reforms, guaranteeing basic rights to assembly and freedom of the press and freeing prisoners jailed for peacefully expressing their views.

The petition, titled “An Eight-Point Demand for 2019,” was sent to national leaders and to members of Vietnam’s National Assembly, and mirrors an eight-point petition presented to the 1919 Versailles Peace Conference by former Vietnamese leader Ho Chi Minh.

Included in the petition’s demands are calls for the release of political prisoners, reform of Vietnam’s legal system, guarantees for a free press and an end to censorship, the right to freedom of assembly and association, freedom of travel, and de-politicization of the country’s schools.

Cambodian Opposition Activists Summoned by Police, Pressured to Defect

Following a recent pledge by opposition leader Rainsy to return next year to Cambodia, police in Kandal province have questioned local  Cambodia National Rescue Party (CNRP) activists concerning their possible support for the party’s acting president in the event he comes back, Cambodian sources say.

Summoned by Akreiy Ksatr commune police on Dec. 20, the eight activists were told to defect to the ruling Cambodian People’s Party (CPP), former CNRP commune chief Touch Savuth told RFA’s Khmer Service on Thursday.

Resisting police pressure, Touch Savuth refused to change her party affiliation, she said.

“I have chosen my party in order to change our country’s leader, who is a dictator and corrupt,” Touch Savuth said, referring to Cambodian Prime Minister Hun Sen, who has ruled the Southeast Asian country for more than 30 years.

PHNOM PENH: The eldest son of Cambodian Prime Minister Hun Sen was promoted on Thursday (Dec 20) to the ruling party's permanent committee, an official said, as questions swirl over who might succeed the strongman.

Hun Sen, 66, has ruled Cambodia for 33 years, backed by networks of family-linked loyalists and patronage ties.

His sons have also been tapped for key posts across the country's defence and intelligence establishments.

Hun Manet, 41, achieved yet another milestone on Thursday when he was voted into the Cambodian People's Party (CPP) permanent committee, party spokesman Sok Eysan told AFP.

Six others, including Royal Cambodian Armed Forces (RCAF) commander-in-chief Vong Pisen and national military police commander Sao Sokha, were also voted into the committee.

Sok Eysan said the promotions were made based on the "abilities" of the officials.

"There is no conflict of interest between politics and their professional work," he said.

Cambodian opposition politician Sam Rainsy, living in self-imposed exile since 2016, has vowed to return to Cambodia in 2019 to fight for democracy, amid stark divisions among the government’s political opponents.

Recently appointed as the acting president of the Cambodia National Rescue Party (CNRP), Sam Rainsy made the pledge to return at a public forum for party supporters in Paris on Sunday.

“I am asking all Cambodians to rise up and join me at that time, so that we can jointly fight for real change,” Sam Rainsy said, adding, “We need to stand up against Hun Sen and bring back democracy in 2019.”

Once the major opposition party to Prime Minister Hun Sen’s ruling Cambodian People’s Party (CPP), the CNRP was dissolved by Cambodia’s Supreme Court in Nov 2017.

In a rare phone interview with Radio Free Asia, Cambodian Prime Minister Hun Sen has lambasted the U.S.-funded broadcaster despite recent conciliatory comments by his government suggesting RFA was welcome to resume its operations in the Southeastern Asian nation.

An RFA reporter in Washington called Hun Sen on Friday regarding another matter entirely—whether the FUNCINPEC party might be chosen as new partner with his one-party government. Hun Sen did not answer that question but launched into a tirade against RFA, accusing it of publishing false news. Prompted twice, he did not substantiate his accusation.

“Your radio is so bad. You can quote my statement on this. Your radio is so bad that I cannot speak with you. You broadcast differently from reality,” Hun Sen said.

“When I said west, you say east. I said about something white, you wrote about something black. You don’t need to ask me anything. I won’t answer your questions. You can listen from other people,” he said.

Cambodia’s Prime Minister Hun Sen brought the country’s largest hydropower dam online Monday, suggesting at a launch ceremony that opposition to the controversial project had been sown by foreigners bent on turning the public against development.

A joint venture between Cambodia’s Royal Group and China’s state-owned Hydrolancang International Energy Company Ltd., the U.S. $781 million Lower Sesan 2 mega-dam along a tributary of the Mekong River in northeastern Cambodia’s Stung Treng province, has come under intense fire by locals and green groups for its negative social and environmental impacts.

More than 5,000 villagers have been forced to vacate about 74,000 acres of forest and farmland that were flooded by the dam’s huge backwater lake, and many say they were inadequately compensated, while environmental organizations have warned that the dam could devastate fish stocks along the waterway.

"The current wave of anger directed at China, which also targets the government’s lack of transparency and poor economic governance, is far more awkward and embarrassing for the government to handle."

The extraordinary eruption of nationwide protest in June 2018 highlighted widespread fears in the Vietnamese populace that growing Chinese investment in Vietnam could undermine the nation’s independence, and erode the legacy of founding father of the nation Ho Chi Minh.

An environmental campaigner and NGO consultant, Ms. Huong, in an interview with The Diplomat commented, the “Vietnamese people have long been very proud of their independence. They are ready to fight for it at any price. We can’t stand being colonized or oppressed by outsiders.

“The movement now against the SEZ [special economic zones] is in continuity with the past.” (Ms. Huong — not her real name — requested anonymity to protect her work for civil society).

During the summer protests, tens of thousands occupied the streets in Ho Chi Minh city. Thousands more demonstrated in six provinces nationwide in June 2018 in an attempt to block a controversial draft law that offered new special economic zones (SEZs) in three strategic locations, with 99-year leases on offer. Chinese companies were the front-runners to be the prime beneficiaries of these locations.

Australian filmmaker James Ricketson used his trademark optimism to survive in a Cambodian prison.

The secret to surviving 15 months in a notorious Cambodian prison was simple for Australian filmmaker James Ricketson.

Don't lose hope.

"You might as well die if you give up hope," he tells AAP as he speaks out about his fight for freedom from Phnom Penh's Prey Sar prison.

On June 3 last year, the Australian was taken by police for questioning after flying a drone over a political rally, sparking a sequence of events which tested the 69-year-old's trademark optimism.

Charged with espionage, the filmmaker was locked up in an overcrowded cell alongside more than 140 inmates with only a sliver of space to sleep.

"I've always been an optimist. All my life. So this was no different," he says.

In the first few weeks, his health quickly deteriorated and he was covered in scabies and sores while losing weight rapidly.

"(At the time) most of my family are concerned that I'm going to die in prison," he says.

STUNG TRENG: Cambodian premier Hun Sen on Monday opened the country's largest hydropower scheme, swatting aside dire warnings about the environmental impact of the US$780 million project and its effect on local communities.

Backed by Chinese funding, the impoverished Southeast Asian nation has embarked on a dam-building spree in recent years, as it tries to boost its energy capacity and jump-start its economy.

But the 400 megawatt Lower Sesan 2 is one of several dams criticised by environmentalists for threatening crucial fish stocks along Mekong River waterways.

An estimated 5,000 people - mostly from marginalised indigenous groups - have been resettled due to the project, according to activists, while a few hundred remain.

More than 1,000 Cambodian workers from a footwear factory in the capital Phnom Penh staged a protest on Friday after they failed to reach an agreement with management over the amount of severance pay they will receive for refusing to relocate to a new facility, those involved in the matter said.

Workers blocked a road during the protest because they say the business owners want to close down the factory and relocate it to a new location on the outskirts of the city — a move that the employees strongly oppose because it would be more difficult for them to get to work from their homes and their children’s schools.

An employee who declined to be named told RFA’s Khmer Service that workers have demanded U.S. $300 severance pay, though factory management decided to give them only U.S. $80.

“The factory is tricky,” he said. “They will only give us U.S. $80 and require that we submit our resignations,” she said.
