40 Years After the Fall of the Khmer Rouge, Cambodia Still Grapples With Pol Pot's Brutal Legacy

Forty years ago, Pol Pot’s brutal regime in Cambodia fell from power — but it left behind lasting scars. The Khmer Rouge, a hardline-communist command, terrorized the Southeast Asian country from 1975 to 1979, killing between 1.7 million to 3 million people. In the regime’s pursuit of a classless agrarian society, many were sent to labor camps, prisons and killing fields across the nation, where they died of torture, disease and starvation.

It wasn’t until Jan. 7, 1979, that a Vietnam-backed invasion forced the Khmer Rouge to retreat into the jungle.

Four decades on, Cambodia, a developing nation of about 16 million people, is still grappling with its past — not just the tragedy beyond conception that was official Khmer Rouge rule, but also the civil war that followed and continued through the early 1990s. In November, a U.N. tribunal delivered a historic ruling, convicting two of the regime’s last surviving leaders of genocide. That significant verdict underscored the lingering legacy of the genocidal regime on Cambodian society today.

On the 40th anniversary of the fall of the Khmer Rouge, here’s what to know about one of the worst mass killings of the 20th century and how it still shapes modern Cambodia.

KIÊN GIANG — In just three years under the genocidal Khmer Rouge regime, spearheaded by the Pol Pot, Cambodia was pushed to the brink of extinction with nearly three million people killed.

Not only that, shortly after the two sides of Việt Nam reunified in April 30, 1975 after 20 years of a devastating war, Pol Pot’s army waged terror in the southwestern border area of Việt Nam, committing bloody purges on innocent Vietnamese people.

On May 3, 1975, Pol Pot’s army took over the Phú Quốc Island in the Mekong Delta Province of Kiên Giang. One week later, they invaded Thổ Chu Island and massacred 500 people.

The first official fight of Kiên Giang Province against the invaders took place on June 14, 1977. It was a successful mission, Kiên Giang local forces and main army drove away the enemies in a short time but they still remained cautious of further intrusions.

The world and Khmer people have but one single question to ask: 'Where had the Khmer Rouge come from?' Finding the right answer to this question is by far the most worthwhile thing to learn and grapple with. Intermittent invasions and "genocides" have not been confined to recent history alone, but have historically been a marked feature of this nation's life and condition since the fall of the Angkor era.  

It's also not a particularly profound or difficult question to probe. Regimes toppled, whole societies and established rules and values uprooted and replaced brutally with alien and inhumane ones. 

It is a mass murder mystery yet it is still essentially a murder 'mystery' with a clear if politically overlooked set of motives - for whatever reason. As the denial of democracy, human rights and national sovereignty and political freedom under the present regime would indicate, some home-grown groups and elements may have had a hand in the tragedy as well as their due rewards, but these elements are far from being the controlling masterminds behind the scenes nor driven by the strongest motives. 

What we have learned so far courtesy of a minority but nonetheless vociferously tendentious academics and 'Cambodia genocide' researchers and archivists such as DC-Cam is that the victims and perpetrators are at once and alike both architects and consequences of their own doings and in isolation of external agents. Yet such a conclusion is more disingenuous than clinical, going against the very definition of the act of genocide itself; not only those occurring on Cambodian soil but all other similair events commissioned in human history.     

A nation is doomed when its determined tool of self-destruction and nemesis is planted in its midst...

When you discuss the Khmer Rouge in Cambodia, you will often hear people recite a very specific period of time: three years, eight months and 20 days.

Even 40 years after Pol Pot and his cadres were brought down, the length of their reign is seared into people's minds for the terror and brutality it evokes.

An estimated 2 million people died from overwork, starvation and mass killings during the Khmer Rouge era.

It's difficult to overstate the impact the regime has had on the approximately 6 million Cambodians who survived — and still has on their country today.

Or the day that Ho-Chi-Minh created the Indo-Chinese Workers Party, among others? Not significant enough to be remembered through school textbooks, let alone commemorated?

HÀ NỘI — A ceremony marking the 40th anniversary of the victory of the southwest border defence war and the joint victory of Việt Nam and Cambodia over the genocidal regime (January 07) was held yesterday in Hà Nội.

General Secretary of the Communist Party of Việt Nam Central Committee (CPVCC), President Nguyễn Phú Trọng; former CPVCC General Secretary Lê Khả Phiêu; Prime Minister Nguyễn Xuân Phúc; Party and State leaders of Việt Nam and Cambodia along with war veterans attended the event.

Opening the ceremony, Prime Minister Phúc said the victory 40 years ago was a joint triumph of both countries as well as of the world.

The victory demonstrated the courage and strength of Vietnamese people, showed a close-knit, loyal, traditional friendship, pure-hearted and wholehearted assistance of the Vietnamese Party, State, Army and people to Cambodian people. The victory eradicated the genocidal regime and opened a new era of development, independence, freedom, peace and prosperity for Cambodia, he said.

More than two-thirds of around 2,300 ethnic Vietnamese families living in a “floating village” on Cambodia’s Tonle Sap Lake have been evicted from their homes, a local official said Friday, despite concerns over a lack of infrastructure on the land demarcated for their relocation.

Authorities have removed all but around 700 families from the lake to land about one kilometer (six-tenths of a mile) away in Kampong Chhnang province and in the province’s Rolea B'ier district, provincial deputy governor Sun Sovannarith told RFA’s Khmer Service.

The families that remain have been allowed to stay because their homes use floating nets to farm fish, he said, adding that they “will be evicted by July.”

40 years ago, on January 7, 1979, the Vietnamese People’s Army in co-ordination with the Kampuchean United Front for National Salvation, deposed Pol Pot, putting an end to the brutal Khmer Rouge regime, liberating Cambodia’s capital city Phnom Penh.

Vietnam News Agency speaks to General and former defence minister Phạm Văn Trà, who served in the battle at the time, on how it was a war where “justice triumphed over brutality”.

Could you tell us about the historical context of the fight against the genocidal Khmer Rouge regime?

For one, it wasn’t until 1977 that Pol Pot started being aggressive against Việt Nam. In April of 1975 when Pol Pot ascended to the highest leadership position of Cambodia, his military frequently launched raids along the southwest border, even along the maritime border we shared with Cambodia.

The Khmer Rouge invaded Thổ Chu Island (Kiên Giang Province) and some other islands, and carried out bloody massacres of hundreds of citizens.

Last week, a high-ranking Vietnamese defense delegation paid a visit to Cambodia. Though the engagement was just one of several between the two sides, it nonetheless highlighted some of the ongoing activity in the defense side of the relationship between both countries within the context of their respective domestic and foreign policies.

As I have noted before, Vietnam and Cambodia share a defense relationship which both sides tend to characterize as being a pillar in their wider diplomatic ties. Bilateral defense ties extend across several aspects, from Vietnam’s provision of the Royal Cambodian Armed Forces (RCAF) with equipment, training and aid to the joint management of more sensitive areas of the relationship such as outstanding issues over their shared 700-mile long border.

Efforts to tackle the illegal ivory trade took a surprising turn when trinkets from a Cambodian market turned out to be made from woolly mammoth tusks.

Edinburgh Zoo-based scientists made the unusual discovery as part of a project using genetic analysis in a bid to tackle wildlife crime.

DNA from samples of ivory can be used to identify poaching hotspots, and in their Cambodian work the team identified many samples from Asian and African elephants – species that are being wiped out by hunting and habitat loss.

The woolly mammoth, on the other hand, is not protected as the species was driven to extinction thousands of years ago.

“It was a surprise for us to find trinkets made from woolly mammoth ivory in circulation, especially so early into our testing and in a tropical country like Cambodia,” said Dr Alex Ball, who runs the WildGenes project.

For decades, the official line from the United Nations and the bevy of international foreign ministers and diplomats who brokered the 1991 Paris Peace Accords was that their historical document ended the conflict that had afflicted Cambodia since the Khmer Rouge launched hostilities in 1968.

The problem for some journalists, academics, and those living on the ground in Cambodia is that that line never tallied with the realities of what actually happened. While the Paris Peace Accords were certainly significant for Cambodia, the country’s transition from tragic war to troubled peace actually took several more years to forge. More generally, memory of war and peace in Cambodia tends to be a more contested affair than is often appreciated, with certain aspects and dates commemorated by some more than others in line with their interests.

Cambodia’s rubber stamp parliament on Thursday approved draft laws to increase the number of local level government positions, after Prime Minister Hun Sen suggested such legislation would encourage opposition officials whose party he had dissolved to defect to his ruling Cambodian People’s Party (CPP).

Leng Peng Long, the spokesman for the one-party National Assembly, told RFA’s Khmer Service that CPP lawmakers unanimously voted in favor of draft laws amending the administrative management of the capital, provinces, municipalities and districts, and passed them on to the Senate, where they are likely to be approved before being signed into law by King Norodom Sihamoni.

Ruling party lawmakers Cheam Yeap and Hun Neang had said in a proposal for the draft laws that current laws were put into place in 2008 and no longer reflect the needs of Cambodia’s changing electorate.

PHNOM PENH: Cambodia's strongman leader Hun Sen lashed out at Western governments for pushing "democracy and human rights" on his country, capping off a tumultuous political year with a fiery speech on Saturday (Dec 29).

The 66-year-old prime minister has ruled Cambodia for over three decades, with the Southeast Asian country tilting towards China in recent years thanks to loans for infrastructure and few complaints on human rights issues.

His administration was renewed for another five years in July following elections critics condemned as a sham, inciting threats from the European Union to revoke duty-free access to EU countries.

But Hun Sen remained defiant Saturday as he inaugurated a monument with carvings showcasing his government's achievements.

"Don't make war by using what is called democracy and human rights, in which democratic countries used to make the mistake of supporting Lon Nol's coup," he said in a speech to thousands of officials.

Western Sydney University in late November hosted the ninth International Conference on Human Rights Education (ICHRE), attended by more than 380 delegates including scholars and speakers from 50 countries, focusing on a range of pedagogy and the implementation of human rights in post-conflict countries such as Colombia.

The conference was organized in conjunction with the 70th anniversary of the UN Declaration of Human Rights (UNDHR), and the theme was “Unleashing the Full Potential of Civil Society.” Opening addresses were delivered by international experts, including the former UN Special Representative for Human Rights in Cambodia, Michael Kirby.

One of the keynote speakers was Dr Xanana Gusmão, the former president and prime minister of East Timor, who spoke on “Harvesting HR for Independence and Democracy.” This writer’s presentation was in stark contrast to Gusmão’s approach – targeting action as supposed to dialogue by highlighting a “Case Study: Can Australia Resuscitate HR and Democracy in Cambodia?”

As both countries were beneficiaries of UN peacekeeping missions – coupled with a rare encounter between Gusmão and this author – this is a timely opportunity to reflect on the successes and failures of the UN’s efforts in East Timor and Cambodia.

Detained Opposition Chief Calls For ‘Genuine Reconciliation’ in Cambodia on Eve of New Year

The leader of Cambodia’s now-dissolved opposition party called for “genuine reconciliation” amid a political stalemate in the Southeast Asian nation in a message he delivered on the eve of the new year from his home in Phnom Penh, where he is being held in detention ahead of a trial for “treason.”

Kem Sokha, president of the opposition Cambodia National Rescue Party (CNRP), said in a post to his Facebook page on Monday that he hopes all Cambodians can “attain real peace and progress in accordance with democratic principles, starting with genuine reconciliation” in 2019, and that his countrymen refrain from viewing one another “as enemies.”

“I also wish the new year to begin with a new chapter of history marking the eradication of two forms of chronic and epidemic diseases: oppression, intimidation and violence; and hatred and resentfulness—especially in the form of labeling, insulting and defaming one another.”
