No matter how committed independent sovereign states [particularly, smaller ones] are to a position of "neutrality", this is not always a realistic option for these states. Geography, geopolitics as much as external pressure etc. all play their part in imposing difficult geo-strategic choices or types of political-military alliance to be adopted by the states in question.
The most important factor in assessing one's alliance with anyone is to ask: To what extent does your chosen ally serve or advance your ultimate purposes and core national interests, and what are the risks entailed? Today, as this has been the norm since WW2, most states of various sizes within the Asia-Pacific Rim region have few options but to be part of the US-led military and diplomatic protective umbrella.
In Cambodia, by far the most fatal error in foreign policy had not been committed by the pro-US Lon Nol-Sirikmatak faction but by Sihanouk who naively believed the Communist camp posed the lesser of the two evils vis a vis the US; a nation moreover with no direct land borders with his country nor intrusive designs on its political will or sovereignty. Few Cambodians today realise just how much of the mess and predicament their nation finds itself in owes principally to Sihanouk's "treason" [intentional or otherwise] and his reckless flirting with Cambodia's most deadly neighbour-predator in VN.
When Hanoi sent 200,000 troops into Cambodia to oust the ruling Pol Pot faction [who refused to toe their line] in the late 1970s even China could not do more to reverse that course of action beside giving Hanoi their supposed "punitive lessons" on the China-Vietnam border. And although Beijing would continue to back the defeated Pol Pot faction with arms and training throughout the 1980s, it had no option but to mount diplomatic effort with Washington and its western allies to force Hanoi to withdraw its troops from Cambodia and subsequently to accede to the terms of the Paris Peace Accords which at present are being grievously violated by the Hanoi-backed KR faction in this CPP regime.

Some of Khmer people were so gullible when it comes to bloody Killing Fields, saying that Khmer killed their own kinds. Actually, Pol Pot was surrounded by the Communist Vietnamese agents (fake Khmer Rouges soldiers or armies) and Pol Pot's real Khmer Rouges soldiers were so busy fighting with the Communist Vietcong soldiers in the Southern region (South Cambodia which is called South Vietnam today). Inside the Killing Fields (1975-1979), there are many fake Khmer Rouges which are the Communist Vietnamese agents hiding in Khmer Rouges Uniforms pretending Khmer Rogues soldiers, ending up murdering and slaughtering millions of innocent Khmer/Cambodian people including small children. Hun Sen and others are really a Khmer Vietminh led by Ho Chi Minh opposing Pol Pol's Khmer Rouges soldiers backed by China.
In 2117 , 100 years from today...
In 2117, the indigenous Khmer people who live in Vietnam (Cambodia is no longer exist, Cambodia is a province of Vietnam ) lament loudly and furiously that why Khmer people who live in 2017 failed to stop a Yuon's tool named Ah Runteas Banh Hun Sen from implementing Ho Chi Minh's plan to swallow Cambodia?
What kind of Khmer people were they in 2017? What kind of coward are they?
Yuon wanted to swallow Cambodia a few hundreds years ago, this Yuon's ambition to finish Cambodia is not new to Khmer people. But our ancestors were able to push back this pest Vietnam from accomplishing its goal, except the Khmer people in around the 2017 era who failed miserably to defend Cambodia.
Concerning the current situation, here is my suggestion to combat the problem effectively:
1- Before Ah Kwack Hun Sen dissolves the CNRP, all the CNRP's members of the parliament (MPs) need to disseminate the information to all Khmer people in the country that all of us (all MPs) will march a protest condemning the unconstitutional arrest of Kem Sokha on this day and time.... We will courageously march from this point to that point....
2- The demonstration by the CNRP's members of the parliament in the Capital will spontaneously spread all over the country. The time to do it is right now before Ah Kwack Hun Sen strips of your title.
3- If Ah Kwack Hun Sen killed all of these MPs, just imagine the devastating impact on Ah Kwack regime.
4- The CNRP's MPs are the right people to lead the peaceful demonstration during this most critical time in our Khmer history. Inaction is tantamount to accepting the death of Cambodia.

I hate to shoot the messenger, but this guy is really threading very carefully on his opinions I wonder who is to blame all for of these crackdowns. He seems to blame on both sides for these ugly political turmoils.
In democracy the opposition's is supposed to plot to get into power not sitting idly waiting for plum jobs.But the cpp doesn't have to blatantly disregard the constitution and law.I am sure that Mr Meas Ny knows what the high steaks are that if he speaks the truth, he may get himself into trouble with the monkeys and I for one don't blame him either.

You are absolutely right about treading carefully when giving one's opinions, but being economical with the truth when that truth is paramount and at the highest stake, especially, for one seen as independent social commentator/analyst, poses a different moral question altogether.
This habit of local observers trying to balance out their criticism of the ruling party with often dubious doses of attack or smears directed at opposition groups and elements have been a most unhealthy virus, infecting even foreigners, and in the process, contributing to the misinformation and disinformation relayed to the public.
Think of how the Phnom Penh Post and those formerly writing for the now defunct Cambodia Daily never cease to "brand" Opposition figures with "racial incitement", "anti-Vietnamese rhetoric" and so on every time these persons mention the Khmer word "yuon" in their talk or conversation, and how this stance of disapproval owes much to those local Cambodians in the know who would affirm to these foreigners that the word indeed carries such "pejorative" connotations! How else have foreigners come to be such experts on the Khmer language?!
Further, whereas the ruling party can commit all the abuses and crimes in the books and will still stay above the law, the same cannot be said of the besieged Opposition whose 'crimes', real or imagined, will land them in certain trouble.
I'm not sure if Mr Ny here honestly misreads Cambodian history or simply tries to 'tread' on thin ice. Yet, if he is genuinely afraid that speaking his conscience or the truth will land him in trouble he should not offer his opinions on such subjects in the first place.
The fitting example has already been set by his late friend and colleague - Mr Kem Ley - as to what any social commentator with any amount of social conscience should adhere by.
We cannot afford to let the Khmer people down [even more so, the youth] by feeding them false versions of realities.
