Well, Pen Sovann had also objected to this issue of illegal Vietnamese settlers in Cambodia and, most of these people living on the water of the Tonle Sap who were desperately seeking their return to Vietnam following a grenade attack there had also had their attempt blocked by Vietnam's authorities at Chrey Thom border control. Not even Vietnamese women in labour at the time were allowed to enter Vietnam. All were told they were "practically Cambodians"!
The only times illegal Vietnamese settlers in Cambodia had been accepted back into Vietnam was during the Lon Nol and the Pol Pot eras and, before that, in the 19th century rebellion against Vietnamese rule and presence in the country. What this piece of history tells us is that Vietnam regard its civilians living and settling in occupied or de facto occupied foreign territories as its most indispensable advance base units in all practical aspects - demographic, political and strategic - and their self-enforced or voluntary repatriation is viewed in the same martial context as combatants defecting from their assigned posts of combat; unless such a repatriation is necessitated by exceptional circumstances as mentioned.

Once you let in these evil Yuon parasites, they will never leave. It is their mindset to steal the land. Even in the past, they won't leave. They need to be force out or Khmers will lose their country. They will continue to build structures and keep stealing Khmer land unless they are force out. If you ask or tell them, they will ignore you and build more structures. Their puppet Hun Sen and his allies are too afraid to do anything. No wonder why Malaysia and Philippines just shoot the evil Yuon instead of arguing with them.
