Khmer Circle: 

We have heard about all these 'stern measures' before, have we not, including over illicit loggings? If the illegal fishermen are Khmers, then more often than not, they can be apprehended, but if the offenders are ethnic Vietnamese who also happen to be illegal migrants/settlers there, it's another matter altogether since Vietnam consistently refuses to accept or recognise these folks as its citizens and Hun Sen is powerless when having to deal with Vietnam.  

It's a small country supposedly governed by the CPP's and Hun Sen's all-seeing eyes and according to their much-hyped principle of "law and order". So why on earth are we still having to listen to talks about using military helicopters and RPGs to respond to illegal fishing on the Tonle Sap and in Takeo province after all these years?

Either the offenders are extremely good at playing cat and mouse with the authorities or the authorities are themselves protecting the culprits?
