For the commune council elections to be held on 4 June 2017

THE CNRP PRESENTS THE FOLLOWING FIVE-POINT DECENTRALISATION PROGRAM

“Change commune chiefs who serve the party and replace them with commune chiefs who serve the people”
in order to

1- Put in place a vibrant democracy at the grassroots level with villagers being entitled to take part in any decisions related to their living conditions and being allowed to create their communities to manage their own forests or agricultural land.

2- Raise villagers’ living standard by ensuring a sustainable and equitable development that will entail, inter alia, a control on abusive microfinance practices and a revision of unfair land concessions to private companies.

3- Provide effective public services without taking any bribes.

4- Ensure security by combatting drugs and violence.

5- Implement a real decentralisation policy in terms of power transfer and budget allocation: 20 per cent of the State budget will be allocated to local governments and each commune will receive up to 500,000 USD every year.
