Neo-colonial French conceit or just instance of plain 'European arrogance'?
Seasoned observers of Cambodian affairs would have been familiar with such disparaging, perhaps, racist comments from "the French". Their prejudicial and condescending attitude towards the Khmers was what in part led to the loss of Cambodia's territory to Vietnam; a national experience and anguish that continues to underline the troubled relations between these two Indochinese nations up into the present time.
That this specimen of the French are entitled to air their views and stereotypes is to be expected. But, the real tragedy is to see some Cambodians (particularly, the Frenchified elite) of public influence and standing subscribe to their former colonial masters' prejudices and misgivings over their own kind by echoing and quoting those sentiments as though these were gospel truths!
All human beings are equal in dignity.

Cambodia’s ambassador to France demanded, and received, an apology from the mayor of the French city of Chantilly last weekend, after the mayor insulted French President Emmanuel Macron by claiming Macron was exhibiting “Khmer behaviour”.
Mayor Eric Woerth made the comments during an interview with Europe 1 last Wednesday, claiming Macron was behaving “unworthily” and like a Khmer because he refused to allow ex-Prime Minister Manuel Valls to join his new party.
Macron was elected on May 7 and assumed office yesterday. He ran under a new political party called La Republique En Marche, prompting an influx of 428 new candidates for June’s parliamentary election. Valls attempted to run for parliament as part of the new organisation, but was rejected by the party.
Woerth’s remark was an apparent reference to the authoritarian nature of the Khmer Rouge, but was quickly condemned by Cambodian government officials, Khmer Rouge scholars and social media users.
According to government newswire AKP, Ambassador to France Chem Widhya demanded that Woerth apologise for comments that were “out of context and lack common sense”.
“I would like to express my profound dismay at such an analogy, imputing what you see as the vicissitudes of politics in your country to another people who have nothing to do with the problems you have mentioned,” Widhya wrote in a letter on Thursday.
Rithy Panh, a famous Cambodian film director who primarily works on stories related to the Khmer Rouge, added his voice to the fray via Twitter. Rithy, who is a producer on Angelina Jolie’s film First They Killed My Father, said it was unworthy to compare political manoeuvring with “genocide and crimes against humanity”.
Following the backlash, Woerth posted an apology on Facebook, explaining that he meant to refer to the Khmer Rouge, not the Khmer people as whole, but had still made a mistake by trivialising the horrors of the regime. “If I have hurt anyone please accept my apologies,” he wrote.
In response, Panh tweeted that the comparison was “still stupid”.
Youk Chhang, director of the Documentation Centre of Cambodia, echoed complaints that the comments were ignorant and trivialised Cambodia’s history. Chhang also said the comments reflected what he characterised as a lingering racist sentiment in France, the former colonisers of Cambodia. “France has this colonial attitude towards Cambodia. They fail to recognise Cambodians as civilised persons,” he said.
The French Embassy in Cambodia did not respond to a request for comment.

Yes, the comment was stupid but it made sense if people look at the behavior of the current Khmer leader Hun Sen.
To solve this problem:
French politician Eric Woerth offers an apology (he did) whereas Khmer people in general should learn how to behave better.
The current Cambodia's misery stemmed largely from Yuon's maneuvering to swallow Cambodia such as creating social unrest and Khmer people's (not all) stupidity.
Khmer people should take this derogatory comment as a wake up call to behave better, to love and protect Cambodia better...
Merde! En ce qui concerne "Khmer" en général, Eric Woerth, tu es stupide!!! Mais si tu veux dire simplement les esclaves des Viets tel que Hun Sèn , un [ex-]khmer rouge et ses copins, suis d'accord à 100%? De toute façon, Eric Woerth, comportes-toi bien!!!

I suspect the Jesuit Order is at play between Vietnam and Cambodia. Jesuit Order is a Wicked Order started after the Protestant Revolt against the Church of Rome, (Catholic Church). So for the French (Jesuit Order) to give Khmer Krom to Vietnam is no big deal. I kind of remember of reading something of Catholic Vietnamese holding positions in Vietnam politic.
The Jesuit Order is everywhere and in every institution of man to bring all lost souls to Rome (Pope) authority - (New World Order). I remember a pastor saying about a monk from France went to China and converted Chinese to be true believers, but when the Jesuit Order heard about that the Order put a stop to the good monk from converting Chinese to believe in God and his Son, Jesus Christ. So the Jesuit Order is not about preaching the Gospel but it's about destroying humanity from the love of God. Jesuit Order and Radical Islam are brothers working together to bring all people under their Order, (New World Order). All Jesuit Order people must take an oath to be part of this fraternity of destroyers. The oath reads like the Koran to kill all infidels.
