It is most imperative that things are noticeably improved for local people and their lives as far as existing resources, resolute will to serve and the capacity to deliver the services needed allow. This is something to be expected in a democracy, but it is at the same time a whole new experience for most Cambodian voters: the principle of local representation that simply means voters can have their say in how their local communities and lives are managed rather than being dictated to as would be the case under single party rule and administration.
