Khmer Circle: "...most independent, unbiased..." in the context of a state-controlled or self-censured media where no truly independent, unbiased publication outlet actually exists?
Even the Phnom Penh Post peddles lies [through ignorance or deliberate betrayal of its own professional ethics and integrity] occasionally and generally steers clear of perceived sensitive national issues. And who can blame it? Remember the Cambodia Daily?
The point is the survey's findings are not something to make a song and dance about in our humble view!

An annual survey of journalists has ranked The Phnom Penh Post as a key source of independent and unbiased news in Cambodia.
Released yesterday by the Cambodian Center for Independent Media, the 2017 survey gave The Post the top score among print, broadcast and digital media currently operating in the country.
Media outlets were ranked on a scale of 1 to 5, with 1 representing "always independent and unbiased" and 5 representing "never independent". The now-shuttered Cambodia Daily, which was forced to close in September amid a crackdown on independent media, ranked highest in the survey, with 1.7. The Post was a close second at 1.9.
Other highly ranked outlets that have either been shuttered or had their journalism "severely disrupted" include Voice of America (2), Voice of Democracy (2.4) and Radio Free Asia (2.4).
Radio France International was the second-highest ranked currently operating outlet, and fourth-ranked overall, with a score of 2.3.
CCIM surveyed 75 journalists working in Cambodia, including reporters, photographers, editors, producers and publishers. Some Post employees were among those surveyed.
