Well, there's a reason why the rest of the countries in this entire Pacific region refused docking permission to the cruise ship Westerdam, an American-owned vessel. These other nations include Japan [an advanced nation equipped with first-class medical know-how and facilities], and Guam, a US territory no less. So it is left to little impoverished Kingdom of Cambodia to finally 'own up' to an epidemic and humanitarian crisis - that is not even of its making - because, according to the man who rules over his own people with an iron grip - Hun Sen - Cambodia may be poor in worldly estimation but not in humanitarian considerations and emergencies such as these. 

The permission to dock at Sihanoukville sea port also coming a day following the humiliating slap in the face for Hun Sen personally by the announcement of the EU's partial withdrawal of EBA privileges couldn't have been better timed for him and his regime, partly, because this crisis presented him with an opportune moment to act in swift rebuttal to that reputation damaging sanction imposed for the regime's dismal civil and human rights record, and above all else, the crisis is proving to be a Godsend opportunity for the man to divert both domestic and global pressure and negative attention away from that record and off in a positive light. 

Yet, whilst this humanitarian drama has ended happily for the cruise ship's almost two thousand passengers, it is worth noting that Cambodia - as it stands - is the only country reportedly still refusing to evacuate its citizens from the virus-infected Chinese city of Wuhan - to the grave risk and anxiety of those Cambodians and their families back home.
