One of the most unwanted and irksome legacies of the Paris Peace Accords has to be the fact that Cambodia enjoys the privilege of being given, probably, the world's most liberal of constitutions on paper but at the same time the worst undemocratic 'Prime Minister' conceivable in practice.
No doubt, the architects of the Accords comprising countless
numbers of the democratic world's brightest minds - diplomats, presidents,
prime ministers, NGO leaders, legal consultants etc. would have at some stage
thought about the idea of inserting the principle or rule governing 'term
limit' into the constitution somewhere as a safeguard against potential
manipulation or abuse of the post even if parliamentary democracy system that
was to be adopted by the country does not in theory entail such a limit on the
elected post of the prime minister. That's why Margareth Thatcher of England
had earned her reputation as a 'democratic tyrant', for instance! Still, unlike
Hun Sen of Cambodia Thatcher had eventually been forced out of office by her
own cabinet colleagues who turned against her and there was no obvious attempt
on her part to hand over the post of PM to any of her kins, let alone preparing
a cross-generational dynastic rule from father to sons and from grandfather to
grandsons that the former is now leaning towards.
To this day many a disappointed Khmer has been asking much the same question
about the absence of term limit for the foremost political position in government.
They should have asked this question, however, not to those foreigners and
drafters of the constitution and the PPA, but rather to their very own revered King
Father or 'King Ta' [Grandfather] who is known to have valued the importance of
'real politik', ‘national reconciliation’ and short-term personal gains for his
own clan above those of theirs and or his 'children' and 'grandchildren' in the
millions...
