If the same corrupt officials - and there are more than one can count in the Kingdom of Wonder - were in China or even neighbouring Vietnam, they would have been eliminated long ago.
Of course, corruption exists in these other countries, but at least, the worst of them are kept in check or made an example of so as not to undermine their national economic developments or turn public sentiment against the state and its institutions. Not to mention the need to attract foreign investors into their economies.

These khmer government officials' salaries are less than an average IT worker in the West but these officials drive the latest Lexus, live in gigantic villas inside an outside of Cambodia, have many mistresses, and have millions USD in their internal or/and external bank accounts. Even a blind man can see clearly that something doesn't add up. They don't even bother to hide it, it's all in the open because it's widely accepted that corruption is normal, it's part of their jobs to be corrupted to make them happy and powerful so that they are able to "serve" the country. In reality, it's to serve themselves, to compete with one another, to be on top of one another. The ones with the most corrupted wealth wins. Welcome to Cambodia, the kingdom of wonder, the land of smile and where corruption is a normal business and highly encouraged so that your boss or your boss's boss can have a cut.
