As the late Kem Ley had noted, the forests in these Cambodian provinces bordering Vietnam are known for shetering Vietnamese soldiers and civilians engaging in various activities [from timber and mining to rubber and other cash crop plantations] including Economic Land Concessions or ELCs. Some of these intruders have built hard structures on Cambodian soil while others simply camp themselves in mobile tents all over the forests undisturbed by the Cambodian authorities to date!
In fact, these Vietnamese are likely the third generation of Vietnamese to be stationed in sanctuaries across the region in question, starting with the latter phase of the colonial period.
When Hanoi's leaders insist that 'Vietnam's position in Kampuchea is irreversible', their words are more than empty pledges.
