An independent and sovereign government would not tolerate such blatant abuses. The 'companies' are not only the causes of harm and suffering of ordinary citizens but their presence and involvement in the country represents active and continuous age-old historical scourge that threatens the very heart of society and existence. 

Remember Vietnam is a tightly controlled state and society and thus no companies from there can be regarded as operating entirely of their own private volition or be independent from the state.
