The culture of impunity has ravaged Khmer society for a long time, starting with the killing of many famous Khmer people and the real killers got away with it.
Moreover, the most infamous killer in Cambodia has only one eye, aka the one eyed killing machine.
When the killer can abuse the law at will, can amend the law, can create the law, then the so called "thank you peace" is just merely a tool to smash the people who have different opinion with such killer.
