Cambodia has no independent energy commissions that operate to monitor and enforce how much consumers are charged for their energy consumption and this fact allows the suppliers or their agents to increase energy prices at will. 

Solar panels clearly pose a threat to the hitherto monopolised electricity 'market' that is as dire and endemic in corruption as all state agencies and ministries are in the country.
