If Khmers can find a live tiger that can be used as a pillow to rest heads on then they can be friends with Vietnam... 

The story of the Vietnamese using live Khmers' heads to support a tea pot - 'Tae Ong' (Master's Tea) - while it was being boiled should tell one of how much the Vietnamese or 'Yuon' in Khmer regard their beloved long-lost brothers; both groups of people who - according to a newly minted migration theory - were of common roots prior to the former group seeking new abode in the Middle Kingdom.

Pol Pot, the KR and now Hun Sen and the CPP have also been Vietnam's indisputable creations and expressions of good will towards Cambodia and the Khmer people. 

In a not too distant past, the Vietnamese - Annamese - after defeating the Champa forces had also displayed decapitated heads of Champa's rulers in a public square to remind the Champa populace of the pain and ordeals brought upon them by their own rulers!   

These Vietnam-Kampuchea friendship memorial monuments – stupas - erected in the capital and every provincial city of Cambodia are there to serve the same purpose and as a message to the conquered population as those severed heads had done for the now vanished Kingdom of Champa, along with the displayed skulls of the KR’s victims at places such as Choeung Ek Genocidal Centre and elsewhere.
