Had Cambodia continued to remain under Vietnamese armed occupation and Hanoi were implementing even half the draconian measures that are, and have been, introduced in the name of "peace" and "stability" etc., even Vietnam and Hun Sen's own hired PR firms and their "journalists"/"analysts" or "freelancers" would be embarrassed or struggle to justify or make their customary apologies for its intervention and occupation therein, let alone the rest of the international community. 

In fact, in the aftermath of the KR's rule of terror and to sweeten its illegal invasion and occupation of a nation and people traumatised yet deep down distrustful of Vietnam's intentions and historical ambitions over its neighbours, Hanoi had deliberately opted for generally more populist and tolerable policies on behalf of their puppet administration, albeit with exceptions made in certain aspects of that occupation policy such as the mass mobilisation of able-bodied labourers to clear the forests in the Western part of the country; a campaign that had led to the loss of hundreds of thousands of innocent lives dues to landmine related deaths and malaria contractions.

The rationalisation for Hanoi seems to be: why dirty our hands and exhaust our human and finances with our direct rule where a power-hungry proxy figure such as Hun Sen will perform a far better job for us than we could possibly manage ourselves, risking the world's scrutiny and condemnation in the process?
