A REALISTIC AND LASTING SOLUTION FOR CAMBODIA Hun Sen was installed by Vietnam to execute the 'Vietnamization of Cambodia' policy. He never hesitated to do whatever was necessary to please his master, Vietnam, and maintain his grip on power at the expense of the Khmer people and Cambodia. For instance, the execution of the K5 project, the refusal to implement the 1991 Paris Peace Agreements, the refusal to accept the results of the 1993 election, the 1997 coup d’état, the signing of the 2005 supplemental treaty with Vietnam, the dissolution of the CNRP in 2017, and the refusal to bring Thailand’s current aggression to the ICJ were highly detrimental to Cambodia’s survival. Vietnam might still play a role in Hun Sen’s decisions regarding important issues.
Many Khmer people have lamented that we cannot win through a general election. This has been true when we have allowed Hun Sen to do whatever he wanted. For example, in 2017, we allowed Hun Sen to dissolve the CNRP without facing any consequences. To overcome this major obstacle, we must fight for a just cause at the right time. Notice that the commune election will be held in 2027 and the general election in 2028.
In early 2027, the Khmer people must stage peaceful demonstrations and stand ready to face violent suppression by Hun Sen or Hun Manet. Through these peaceful demonstrations, we must secure our demands: the release of all political prisoners, the reform of the NEC, and the reinstatement of the CNRP. The international community will wholeheartedly support our struggle to exercise our basic right to vote. We must help ourselves before others can help us.
During Pol Pot’s era, nearly three million Khmer people died, and Cambodia suffered immensely. Cause: Khmer people had surrendered their spiritual fight and let the Khmer rouge kill them at will without any protestation.
From 1979 to the present, many Khmer patriots have been killed, and Cambodia continues to suffer. Cause: Vietnam used Hun Sen to destroy international efforts to secure peace in Cambodia—from his refusal to accept the 1993 election results to the 1997 coup d'état to seize full control of the country. Vietnam knew that if it could keep Hun Sen in power, its 'Vietnamization of Cambodia' policy would be strengthened. In addition, the killing of Khmer patriots who fought for social justice, such as Chea Vichea and Dr. Kem Ley, has further solidified Hun Sen’s power. We lost the fight because there were not enough brave people to support the just cause. Hun Sen’s rhetoric of 'Ngeup Muoy, Vay Muoy' or “if one rises, strike one” has flourished because we lacked the people willing to make the ultimate sacrifice for Cambodia.
This time, if people die during these peaceful demonstrations, our sacrifice will create leverage for the international community to press Hun Sen to abide by the law. This will Page 1 of 3
This will ultimately grant the demonstrators their demands: the release of political prisoners, the reform of the NEC, and the reinstatement of the CNRP before the election. Under the Hun Sen regime, right has become wrong and vice versa. We must have the courage to fight for righteousness if we want to see a bright future for Cambodia.
Wouldn’t it be better to die knowing that Cambodia will survive Vietnam’s plan to make Cambodia a part of Vietnam? Vietnam put Hun Sen in power. He has executed all of Vietnam’s orders. For example, the signing of the 2005 supplemental treaty and the massive influx of illegal Vietnamese immigrants into Cambodia are elements of the 'Vietnamization of Cambodia' policy. Without sacrifice, there are no results. Zero sacrifice, zero results."
Our small sacrifices today will produce historic gains of freedom and social justice tomorrow. Dr. Kem Ley sacrificed his life for freedom and justice. We must follow in his footsteps.
Without an acceptable resolution, our peaceful demonstrations will continue throughout the election period, forcing the government to halt voting. The dissolution of the CNRP was unconstitutional. We must hold peaceful demonstrations in 2027 to demand the reinstatement of the CNRP. If there is no CNRP, there should be no election. NO CNRP, NO ELECTION.
If Hun Sen can dissolve any political party he wants, then participating in elections is useless. If we are able to bring the CNRP back to life, Hun Sen will never want to abuse the law again.
Furthermore, the NEC must be comprehensively reformed to be acceptable to all political parties. The NEC must be impartial. Our past mistake was participating in elections with an unjust NEC. For example, the CNRP won the 2013 election by a landslide, but the rigged NEC prevented it from claiming victory.
The peaceful demonstration must take place before the election, NOT AFTER when Hun Sen declares that he is the winner of a fraudulent contest. Any peaceful demonstration after the election will empower Hun Sen and Hun Manet to legally (KomTich)“smash” it, claiming that the demonstrators want to topple the legitimate government.
A FREE AND FAIR ELECTION IS THE ONLY WAY to transition power in Cambodia. A PEOPLE’S REVOLUTION (a short cut to replace Hun Sen) would inadvertently open the door for Vietnam and Thailand to directly or indirectly interfere and install a new Khmer puppet to serve their interests again.
If Hun Sen is a Khmer, facing Thailand’s aggression and Vietnam’s dominant influence, he must strengthen Khmer solidarity by voluntarily promoting a free and fair election, Page 2 of 3
free and fair election, allowing citizens to select a competent leader to save Cambodia during this turbulent period.
Should Hun Sen choose to abide by the constitution and promote free and fair elections, he will secure a positive legacy and earn the respect of the Khmer people. WITHOUT A FREE AND FAIR ELECTION, THERE WILL BE NO KHMER SOLIDARITY.
