2 Cambodian opposition politicians get bans dropped

PHNON PENH, Cambodia — A veteran Cambodian politician and his son have become the first among 118 opposition members banned from politics for five years to have the restriction lifted.
Kong Korm and his son, Kong Bora, had their bans lifted when Cambodian King Norodom Sihamoni signed a royal decree Wednesday approving their application for restoration of political rights.
The two were among the members of the Cambodia National Rescue Party who were banned from politics when the group was dissolved by court order in November 2017 on a contrived charge of conspiring with the United States to overthrow Prime Minister Hun Sen's government.
The move against the opposition was seen as the government's effort to ensure it won last July's general election. It swept all 125 National Assembly seats.

On Christmas Day 40 years ago, 150,000 Vietnamese troops crossed the border into Cambodia and launched a bloody campaign to drive the murderous Khmer Rouge regime from power. Decades later, the men who fought against Pol Pot’s forces remain haunted by their memories, forgotten by their nation and distrusted by many of the Cambodians they freed

For two weeks in April 1978, black-clad cadres from Pol Pot’s ultra-nationalist Khmer Rouge regime unleashed hell on earth. They drove whole families from their homes, gunned down men, women and children, broke babies against the brick walls of the homes that had once sheltered them. In less than a fortnight, almost 3,000 civilians in a quiet village were dead.
But this massacre – one of the worst by Pol Pot’s forces in more than four years of violent revolution – was not committed on Cambodian soil, or even against Cambodians. His forces had stolen across the border into Vietnam’s Ba Chuc commune to lay waste to a village of both ethnic Vietnamese and Khmer. It was this raid, one of a campaign of violent massacres in Vietnam that has long been overshadowed by Pol Pot’s crimes against his own people, that laid the ground for the Vietnamese assault on Cambodia that would finally drive the Khmer Rouge from power.

SOUTHEAST Asian countries, among some of the biggest beneficiaries of Chinese investment, do not trust Beijing and believe their governments should be cautious when negotiating on President Xi Jinping’s flagship Belt and Road Initiative.
Falling into the trap of unsustainable debt was a concern of the 70 percent of respondents who didn’t fully trust the Chinese initiative. The survey, released Monday by the ISEAS-Yusof Ishak Institute, polled 1,008 respondents from all ten nations of the Association of Southeast Asian Nations (Asean), drawn from government, academic and business communities, civil society and the media.
This distrust and urge for caution were felt strongest in Malaysia, Thailand and the Philippines.

EU set to impose tariffs on Cambodia, Myanmar rice imports
BRUSSELS (Reuters) - The European Union is likely this week to impose tariffs on rice coming from Cambodia and Myanmar for the next three years to curb a surge in imports, according to a source familiar with the file.

The European Commission, which oversees trade policy in the bloc, proposed the measures last year and put these to the 28 member countries in December, but failed to get a clear majority of them in favor.
In the absence of an opinion by the relevant committee, the Commission itself was bound to take the final decision.
It has launched an internal procedure to determine if there is any opposition, with a Wednesday deadline, a source familiar with the process said. If, as expected, there is no opposition, then it would likely announce the start of measures on Friday, the source said.
The Commission’s proposal is to set a duty of 175 euros ($200.73) per tonne of rice in the first year, dropping to 150 euros in the second and 125 euros in year three, according to a Commission source.

Cambodian Prime Minister Hun Sen said Monday that if Western countries impose threatened economic sanctions on his country, it would cause the death of the country's political opposition.
Hun Sen, speaking at a road groundbreaking ceremony, was referring mostly to plans by the European Union to cancel an agreement giving imports from Cambodia preferential duty-free status.
The EU began the process of ending the agreement after last July's general election, in which Hun Sen's Cambodian People's Party won all 125 National Assembly seats. The EU, along with other critics, charged the election was unfair and unfree because the sole credible opposition party was dissolved in November 2017 by Cambodia's Supreme Court, generally seen as being under the government's influence.
The U.S. and Germany have already instituted some diplomatic sanctions against Cambodia because of its repressive political climate.

PM Prayut Chan-o-cha should ask the Cambodian government to explain why former Thai prime minister Yingluck Shinawatra recently used a Cambodian passport to register a company in Hong Kong.
This despite Cambodia having repeatedly denied that Yingluck escaped through Cambodia in 2017 or received any help from the Cambodian government during and after that time. Immediately after Thailand’s 2014 coup, the Cambodian government declared it would cooperate fully with the post-coup Thai government. It also expressed hope that both Yingluck and Thaksin would understand the Cambodian government’s situation at that time. Now that Yingluck has used a Cambodian passport to broaden her personal and family businesses outside the borders of Thailand, how will Cambodia explain this to Thailand’s satisfaction?

Fresh from celebrating four decades since the downfall of the former Khmer Rouge rulers, Cambodia welcomed several Chinese warships. Just days after last week’s anniversary, the vessels docked in the resort city of Sihanoukville, reviving concerns about the implications of close military ties between the two countries and the possibility China is planning a naval base in the kingdom.
Cambodia’s leader Hun Sen swatted away similar rumours about Beijing’s intentions last November, after receiving a letter from US Vice-President Mike Pence.

“The constitution of Cambodia bans the presence of foreign troops or military bases in its territory … whether naval forces, infantry forces or air forces,” the premier said, bluntly dismissing Washington’s concerns.
But after the navy visit, analysts said there may be some substance to the idea.
Paul Chambers, a regional analyst at Thailand’s Naresuan University, insisted: “Reliable, senior Cambodian officials have told me that the Hun Sen regime is moving toward the tacit approval of a naval base on a 99-year land concession in Koh Kong,” Chambers said in an email, referring to the coastal province where a Chinese developer is building a US$3.8 billion tourism project on 45,000 hectares of land.

This week, Vietnam and Cambodia held another iteration of a meeting designed to advance the promotion of cooperation between their local provinces. The meeting spotlighted ongoing efforts by both sides to realize opportunities and to manage challenges that arise from their shared border as among the priorities for the promotion of their wider security ties for 2019.
As I have observed previously in these pages, Vietnam and Cambodia share a defense relationship that extends across several different areas. These range from opportunities, such as Vietnam’s provision of the Royal Cambodian Armed Forces (RCAF) with equipment, training, and aid, to challenges such as the joint management of their shared 700-mile long border.

Having arrested his main political rival and transformed Cambodia into a de facto one-party state, Prime Minister Hun Sen continued his authoritarian streak by inaugurating a massive stone monument commemorating his own achievements.
“Cambodia has united from the many factions to two and to one like today,” Hun Sen said, speaking to a crowd of thousands that included soldiers from all branches of the military.
The foundation of the self-congratulatory memorial is a massive pentagon lined with carvings of Hun Sen’s most important political triumphs. Towering in the center is a 33-meter high stone monolith attached to a bunker-like base filled with historical documents.
The entire complex is made from the same stone used to construct Cambodia’s most important religious site – Angkor Wat. But rather than honoring gods, this building honors the man who has ruled Cambodia for 33 years.

Can you describe the current road safety challenges Cambodia faces? Are these similar to challenges faced by other Southeast Asian countries?
[Southeast Asia as a region] comes in second globally in terms of road fatalities. Last year in Cambodia, 1,761 people died in traffic accidents and another 4,771 people were injured. Every death poses an extensive threat to the social and economic progress of the country. The key behavioural factors that lead to road accidents in Cambodia as well as countries in Southeast Asia unfortunately still include speeding, drink-driving, failure to uphold safety vehicle standards and disuse of motorcycle helmets, seatbelts and child restraints.
How can these challenges be best addressed, and in what ways is Bosch contributing to solving these problems in Cambodia?
Mass sackings send chill through Cambodian garment factories

Thousands of workers from factories in and around Phnom Penh went on strike last week amid fears bosses were plotting to circumvent a new government edict to pay - and backpay - bonuses based on length of employment.
A court found the strikes were illegal and ordered workers back to factory floors. About 1,200 who ignored the order had their contracts torn up, labor groups said.
The sackings fuel longstanding anxieties about job security and the fight for decent working conditions in Cambodia’s largest industry, which employs about 700,000 people and accounts for 40 percent of gross domestic product.
“It sends a kind of fear through the industry, particularly for those workers who have a limited knowledge of the law,” said Khun Tharo, a program coordinator at the Center for Alliance of Labor and Human Rights.

Authorities in southern Vietnam’s Ho Chi Minh City have demolished at least 112 houses in a parcel of land claimed by the Catholic Church, forcing many residents from their homes, Vietnamese sources say.
The two-day operation on Jan. 4 and Jan. 8 in the Tan Binh district’s Loc Hung Vegetable Garden settlement took residents, including political dissidents and veterans of the former Army of South Vietnam, completely by surprise, some of those evicted told RFA’s Vietnamese Service on Thursday.
“They sent about a thousand people here, including uniformed forces and people wearing masks,” one source told RFA.
“They used bulldozers and earth movers, around eight in total, to demolish our houses,” the source said, speaking on condition of anonymity.
“I had never seen anything like that before, and I prayed that things would be OK, but they tore my house down anyway,” he said.

A spokesman for the Hun Sen government on Thursday denied reports that fugitive former Thai premier Yingluck Shinawatra had been given a Cambodian passport, but a critic of the Cambodian strongman said it couldn’t be ruled out in view of his ties to Yingluck’s billionaire brother.
Media in Hong Kong, citing business records, have reported that Yingluck had used a Cambodian passport to register a company in the former British colony, now an autonomous Chinese city.
The AFP news agency said the document lent weight to reports that Yingluck, deposed in a coup in 2014, went through Cambodia when she fled Thailand in August, 2017, after a graft conviction of running a rice subsidy scheme that cost Thailand billions of dollars.
Cambodian Council of Ministers spokesman Phay Siphan said that Yingluck’s name does not appear on the list of registered passports kept by the country’s the ministry of interior and that the Hun Sen government was not involved in granting a password to Yingluck.

More than three dozen journalists in Cambodia published an open letter on Thursday urging the Phnom Penh Municipal Court to drop all charges against two former RFA reporters who have lived under police surveillance for more than a year while awaiting a trial for “espionage.”
The 38 journalists said they affixed their names and thumbprints to the letter, a copy of which was obtained by RFA’s Khmer Service, “to express our concern over the seriousness of the charges” facing Uon Chhin and Yeang Sothearin, who were taken into custody on Nov. 14, 2017 and charged with “illegally collecting information for a foreign source,” but released on bail nine months later.
“Keeping them under court supervision makes it extremely difficult for them to live and work as reporters,” the journalists said, noting that Uon Chhin and Yeang Sothearin are barred from changing their addresses or traveling abroad, and must check in with their local police station once a month.

Three Chinese warships arrived in southern Cambodia’s coastal city of Sihanoukville Wednesday on a visit the two authoritarian governments said will promote stronger bilateral ties, a warming that comes as Western influence wanes in the Southeast Asian nation following an election last year seen as unfree and unfair.
The ships carrying some 700 crew members will stay in port for four days, during which Xu Haihan, a delegate from the Chinese navy, will meet with Defense Minister Tea Banh and other Cambodian military officials, Ministry of Defense spokesman Chhum Socheat said in a statement posted to his Facebook page.
“The Chinese warship visit will strengthen friendship and cooperation between the Cambodian and Chinese military,” the statement said, noting that Chinese naval vessels have visited Cambodia 17 times in recent years.

A Cambodian court has jailed a man for three years for insulting the king in Facebook posts, the second known conviction under a new lèse-majesté law enacted last year that rights groups fear could be used to stifle dissent.
“The court announced a verdict against Ieng Cholsa which sentenced him to three years in prison and ordered him to pay five million riels (£974),” a Phnom Penh municipal court spokesman said.
The Facebook posts, which the court found had insulted the Cambodian king, Norodom Sihamoni, were uploaded in June, the spokesman said.
Facebook did not immediately respond to a request for comment. The defendant could not be reached for comment and the court did not say whether he had a lawyer.

At least two senior officials from Cambodia’s now-dissolved opposition party who were barred from politics said they will seek a “pardon” to have their rights reinstated after King Norodom Sihamoni approved an amendment to the country’s law on political parties on Tuesday.
Kong Koam and his son, Kong Bora—former senior officials with the main opposition Cambodia National Rescue Party (CNRP)—said they will ask for individual “pardons” on Wednesday to resume political activities, according to a condition Prime Minister Hun Sen has said must be met before they can take advantage of the new amendment to overturn their ban.
“The reason I will request to be pardoned is because I can’t stay an outlaw,” Kong Bora told RFA’s Khmer Service, adding that he had never violated any law. His father could not be reached for comment.

Cambodian Prime Minister Hun Sen, during a lavish ruling party celebration Monday to mark the 40th anniversary of the end of the bloody Khmer Rouge era, called for “wider political dialogue” in his country, but fell short of including the now-dissolved opposition Cambodia National Rescue Party (CNRP).
During an event attended by more than 60,000 people at Phnom Penh’s Olympic Stadium, Hun Sen thanked Vietnam for “aiding the struggle to liberate Cambodia and her people from the genocidal regime,” under whose 1975-79 rule an estimated 3 million people are believed to have died.
“The timely Jan. 7 [1979] victory saved millions of Cambodian lives who otherwise would have been subjected to death,” he said, suggesting Vietnam had merely aided the Cambodian National Salvation Front in overthrowing the Khmer Rouge, rather than invaded and taken control of the country.
