So these granted 40 hectares of dry land to ethnic Vietnamese cannot and will not be allowed to become a future "secession" because it comes with the approval and knowledge of this "government"? Whose intelligence are you trying to insult Minister? First of all, in all practicality Cambodia is and has been at best a semi-sovereign state since the Vietnamese troops entered the country in violation of international and UN conventions to oust a regime that refused to be subjected to Hanoi's wishes and commands about four decades ago. 

The country as a whole is thus in effect a secession state already in all but name. Second, to ensure that Khmer people will not or can never possibly learn from history's bitter lessons, a puppet regime [otherwise known as Cambodian "government"] is formed and sustained covertly or indirectly to act in such nationally sensitive matters in conformity with the aforementioned wishes. Just as such a compliant and submissive dictatorial tool that is the Hun regime is passed off officially as "government" so too are numerous and grave acts of national treason and betrayal termed to fool and please the palate of unthinking folk. Think of "Economic Land Concessions" - to cite but one - which as mentioned in this report are regions that exist practically and politically in a state of their own [secession no less!] since no locals or Khmers are permitted to stray beyond their outer walls or perimeters. In fact, there are even Vietnamese armed regiments known to be stationed in these ELCs and, even the man who is holding the Khmer people hostage has reportedly been making a meal of their presence there on Cambodian soil to justify and cover up his countless 'concessions' and treasonous measures required to keep the Vietnamese on his side and him and his self-serving clique in power.
