If Ah Norouk Hun Sen is Khmer and he wanted to leave a memorable legacy to Khmer people, he must make the election the only way to transfer the power.
The evil Vietnam will never be able to intervene in Cambodia's affair and install a puppet to serve it again once the transfer of power is through the election. Cambodia will have a lasting peace. Khmer people will never be worried about who take over when the leader dies unexpectedly. The law would ease all problems.
Unfortunately, the evil Vietnam and maybe Ah Kwack Hun Sen too never wanted Cambodia to have real peace and a leader chosen by people. Vietnam wanted Cambodia to be a turbulent country so that it could finalize its Vietnamization of Cambodia's policy.
