The main flaw with the PPA is that there is no concrete provision or guarantee that its signatories are bound by obligation to honour their commitment should any of those parties to the agreement fail to honour its core principles.
The major concern in the post 1993 UN-supervised election
was that the losing party - CPP - still controlled over 70 per cent of the
nation's armed forces and that was what the CPP and Hun Sen used thereafter in
his piece-meal demolition job on opposition parties; a process that reached its
climax in the violent 1997 coup, spelling the end not only of Funcinpec and
constitutional/democratic multi-party arrangement but also the PPA itself.
Had Cambodia, on the other hand, been empowered to make the transition to democracy and the spirit of the PPA had endured or been alive to this day none of the pressing issues confronting the Cambodian people at present would also not be there; issues ranging from the 2005 Supplemental Treaty, the 99 years land concessions, the CLV Triangle Development etc. all involving Vietnam as their principal beneficiary. There would also have been greater forest canopy to keep the temperature a bit cooler along with more historical landmarks like lakes filled with water lilies and lotus, mountains to climb up ... not to mention the piece-meal border land encroachments going on with complete de facto connivance of the Hun regime.
When one keeps all these dynamics and power-play in mind,
Sihanouk’s call on the UN or its in-country missions and observers to leave
Cambodia so soon following that historic election appears even more baffling –
to say the least.

If Ah Chker Chkuot Hun Sen is really a Khmer, he should have accepted the result of the 1993 election and transferred the power peacefully to the FUNCINPEC.
And Cambodia would have liberated itself from Vietnam’s control since then.
But this devil Hun Sen was so determined to stay in power to serve and fulfill Yuon’s ambition to annex Cambodia.
One of the elements that destroyed the PPA was Ah Sdach Pearl Sihanouk.
