When the Vietcongs and their KR allies set out to recruit and induct people into their insurgency movement their favoured targets were those deemed to be living on the fringes of society socially, illiterate, and young. If these were also aggrieved, alienated and outcasts or have a history of committed crimes, they would be considered of even higher relevance and value to the "the Organisation" - Angkar Leu - due to their inbred resentment towards the authorities and their pliability in the induction and indoctrination process that ultimately aimed to turn them into the Organisation's cutting edges. This is indeed borne out by the cruelties, violence and brutalities committed against the rest of the mainstream population during the KR reign in the name of the unstoppable "Wheel of History" as well as by the present Hun Sen regime and his overall infantile, 'bestial' methods in dealing with the same population.
This is the enduring legacy of Vietnam’s involvement in the country and, the ubiquitous Friendship Monuments or ‘Stupas’ erected in every provincial square and capital of the nation serve to remind the Khmer people of the actual historical role of, ironically, the very people who first gave form to their killers and subsequently intervened to ‘rescue’ them from the same murderous instruments.
Both Pol Pot and Hun Sen thus had and have different functions to fulfil for the Organisation, nevertheless, both figures have proved more than ideal tools by which it advanced - and still advances – its own egregious strategic interests and designs at Cambodia’s expense.
