Hun Sen’s violent obsessions finally unmasked

"With Hun Sen’s recent admission on Radio Free Asia, the world is spared the trouble of conducting an investigation to find the killer. Besides being known as a “ruthless and merciless” leader, the ex-Khmer Rouge member’s latest self-revelation makes him worthy of a new title: “Hun Sen – the obsessed killer.”
The ink had barely dried on the UN-backed Khmer Rouge Tribunal‘s verdict against Pol Pot’s former henchmen when Cambodia’s leader, Hun Sen, shockingly revealed his “regret” over not killing his opponents.
But to the late Lee Kwan Yew, Hun Sen’s revelation was expected. Singapore’s late prime minister once described Hun Sen and his regime as “utterly merciless and ruthless, without humane feelings.”
Until Hun Sen’s recent admission, his deep desire to kill his opponents had never been revealed. Over the past 30 years, there have been abundant reports of unsolved political murders attributed to either his “dirty dozen generals,” as documented by Human Rights Watch, or of Cambodia’s government “getting away with murder” (stated by former Australian foreign minister Gareth Evans in 2014).

Is Cambodia’s Foreign Policy Heading in the Right Direction?
Cambodia needs to recalibrate its relationships with the US and EU, or risk becoming overly reliant on China.

Cambodia’s foreign policy has seen remarkable improvements after 1993 when the country held its UN-organized national election. The Cambodian government’s efforts to integrate Cambodia into the region and the world have resulted in Cambodia’s membership in the Association of Southeast Asian Nations (ASEAN) in 1999 and the World Trade Organization (WTO) in 2004. The Kingdom has overall had good relations with its neighbors and other countries in Southeast Asia and beyond.
However, as a small state Cambodia has limited strategic space to maneuver and its foreign policy dynamics face considerable challenges. The country is seen to lean toward China, its closest ally and its largest economic and military benefactor, at the expense of good relations with other countries. Cambodia’s close embrace of China has become more evident since 2012. From blocking ASEAN joint statements to supporting Beijing’s One China policy, Cambodia continues to demonstrate its willingness to embrace China. In turn, China has reciprocated through increasing “no strings attached” aid and loans to Cambodia.

A Radio Free Asia blogger from Vietnam is missing after he fled to Thailand to seek political asylum with a UN refugee agency, fueling fears in the exile community that he has been abducted by Vietnamese security agents.
There has been no word from Truong Duy Nhat, a weekly contributor for RFA’s Vietnamese Service’s blog section, since Jan. 26. He last communicated with Washington-based RFA editors two days earlier over his commentary on the growing opposition movement in Venezuela and the prospects of change in Communist-ruled Vietnam.
“We are extremely concerned about the safety and well-being of Truong Duy Nhat," RFA President Libby Liu said on Tuesday. "We hope to hear from him as soon as possible about his whereabouts and to be assured that he’s not in any danger,” she said.

Cambodian Officials Set to Release 47 Detained Malaysians

Officials in Cambodia’s Banteay Meanchey province are making preparations to release 47 Malaysians who were detained on suspicion of running an illegal gambling operation there.
Provincial Director Um Siphan, in an interview with RFA’s Khmer Service, confirmed the group of 37 men and 10 women would be released soon, but could not specify an exact date.
“I don’t have details but they won’t be detained for a long time,” he said.
“They were very cooperative with us in jail and managing them was fairly easy,” said Um Siphan.
The move to release the group was panned by an official from the Cambodian Human Rights and Development Association (ADHOC).
“If we allow them to be released, it means that Cambodia doesn’t implement its own laws. It will affect our laws,” said Sum Chankea, the coordinator of the NGO’s office in the province.

Authorities in the insurgency-stricken Thai Deep South said Thursday they had found no evidence so far to charge 18 Cambodian Muslims in custody over suspected rebel links, but most were indicted for immigration violations.
The 15 men and three boys were picked up during raids since Jan. 28 at two Islamic Pondok schools in Mayo district, Pattani province, on suspicion of training to join separatist insurgents in Thailand’s mainly Muslim southern border region, officials said. They said all 18 would be sent back to Cambodia.
“Whether they have links with the BRN or not, it’s not immediately known. That needs in-depth investigation,” Col. Pramote Prom-in, the spokesman for the Internal Security Operations Command-4 (ISOC-4), the Thai military command in the Deep South, told BenarNews, an RFA-affiliated online news service.

Phnom Penh, Cambodia - On a March evening in 2017, Sorn Chanty was returning home from beauty school in Cambodia's capital, Phnom Penh, when a man ran at her, grabbed her bag and threw acid in her face.
When an ambulance eventually arrived, the crew told the 24-year-old, who was screaming, to get inside but refused to drive her to the hospital or perform first-aid procedures.
Once her ex-boyfriend came to the scene, the crew agreed to take her to hospital but Chanty said when they got there, the driver refused to let her out of the vehicle until her former partner had paid $30.
EU urges Cambodia to halt attack on opposition

PHNOM PENH: The European Union and rights groups say the Cambodian government‘s move to dissolve the main opposition party would be a serious blow to democracy that undermines the credibility of elections next year.
Human Rights Watch said Tuesday that the government of long-serving Prime Minister Hun Sen is making a “naked grab for total power”.
Cambodia‘s government took initial legal steps last week to dissolve the popular Cambodia National Rescue Party, the latest move to kneecap the opposition ahead of next year‘s general election.
Two minor political parties believed to be operating on behalf of the government have asked the Supreme Court to disband the opposition on the grounds that it was allegedly involved in a plot to topple Hun Sen‘s administration.

Authorities in Vietnam have arrested a Facebook user after questioning her ties to accounts run by members of two organizations targeted by authorities, according to her husband, amid a wider crackdown on critical content posted on the social media network.
Duong Thi Lanh, 36, was taken into custody on Jan. 30 after being summoned for questioning by police in central Vietnam’s Dak Nong province over her connection to Facebook accounts “Uyen Thuy” and “Mai Bui,” Lanh’s husband Tran Coi told RFA’s Vietnamese Service over the weekend.
Coi said Lanh was told to arrive at the Nhan Co communal building for interrogation at 2:00 p.m., and when she arrived “they arrested her immediately.”
“They drove her home to search our house and I asked them if they had a warrant, but they said that because my wife had been arrested, they were allowed to search,” he said.
“I asked for an arrest order and the reason for her arrest, and they said I had no business demanding them. They said I should ask my wife why she had been arrested.”

Cambodia Court Detains Opposition Activist Over Facebook Post, Pending Bail Hearing

A court in Cambodia’s capital on Friday ordered a member of the banned opposition Cambodia National Rescue Party (CNRP) detained pending a bail hearing after questioning him over a post he made on Facebook last month, which said the European Union plans to impose a tariff on Cambodian rice.
The Phnom Penh Municipal Court had earlier questioned Svay Rieng province-based CNRP activist Kong Mas in connection with charges of “insulting the government” and “incitement to commit a crime” based on his Facebook post, which also contained comments critical of Prime Minister Hun Sen’s regime.

A video showing a Vietnamese police officer allegedly kicking a man on the floor of a police station has gone viral after being published on social media, calling attention to police brutality in Vietnam.
The incident occurred on Tuesday in Tuy Hoa city, Phu Yen province. When the video starts, one man is already lying on the ground and the police officer appears to attack him in the chest and head using his foot. It was uploaded to Facebook on the same day.
Another video related to the incident was posted later, featuring a woman claiming to be the victim’s wife, explaining the situation.
She said in the video that her husband had gone to the police station to work with police in an unrelated investigation. There he exchanged words with someone else in the process of questioning. She claims it was then that the police officer grabbed his neck before pushing him to the ground prior to when the viral video starts.

Cambodia’s government on Friday denied reports that the ruling Cambodian People’s Party (CPP) plans to amend the constitution to allow China to build a naval base in the country, amid growing influence from Beijing in the Southeast Asian nation.
On Jan. 29, U.S. Director of National Intelligence Daniel Coats submitted a Worldwide Threat Assessment to the Senate Select Committee on Intelligence that warned of Cambodia’s “slide toward autocracy” after its Supreme Court dissolved the main opposition Cambodia National Rescue Party (CNRP) in November 2017, paving the way for the CPP to steamroll a general election in July last year.
Such a slide, which the assessment said culminated in the CPP’s retention of power and “complete dominance” of the parliament after it won all 125 seats, “opens the way for a constitutional amendment that could lead to a Chinese military presence in the country.”

The United States’ top intelligence official has said Washington is wary of a possible Chinese military presence in Cambodia.
In its annual report, the office of the director of national intelligence, Dan Coats, said the return to a de facto one-party state after the last elections could lead to greater Chinese influence.
“Cambodia’s slide toward autocracy, which culminated in the Cambodian People’s Party’s retention of power and complete dominance of the national legislature, opens the way for a constitutional amendment that could lead to a Chinese military presence in the country,” reads the report.
