Hun Sen is in effect reaffirming his own dictatorial stance by arbitrarily making public policies and national interest dependent upon his personal sentiment and whims. A wise leader - even an autocratic one - would place public concerns clear and above private interests and feelings no matter how grievous these are for him or her.
