Opposition candidate summonsed by court

Prominent opposition commune official Sin Chan Pov Rozet was handed a court summons last week for allegedly obstructing the implementation of a 2016 provincial court ruling that ordered the return of land to a police officer despite claims it was public property.

The Sam Rainsy Party member, who is second deputy commune chief in Battambang province’s O’Char commune, is scheduled to stand before the provincial court on April 20. She will appear alongside 13 others summonsed for taking part in a January protest objecting to the transfer of land formerly used as a kindergarten to local police officer Sao Buntith.

Buntith claimed the land belonged to his grandmother, who had loaned it to a commune chief in 1984 to build the school. But with the school now gone, he wanted the land returned to him.

“I am not sure who has accused us. I tried to ask the court, but they said I need to have a lawyer in order to get to know what the case is,” Chan Pov Rozet said yesterday.

The Cambodian navy must be ready to fight attempts to topple the Kingdom’s government, a top official said recently, in remarks that coincide with the announcement that a United States Navy battalion performing development work has been booted from the country despite having more than $800,000 of projects in the pipeline.

Deputy Commander in Chief of the Royal Cambodian Armed Forces (RCAF) Kun Kim made the comments about potential revolution in a recent speech to sailors in Sihanoukville province, as reported by government mouthpiece Fresh News last week.

The four-star general reminded soldiers of their duties to protect the nation’s “unity” and to respect the law and the military’s disciplinary code. As such, they must “be ready to implement the leader’s orders” and “fight against any attempt to topple the government in any form”.

Thirteen Interior Ministry officials have become the latest government officials to be assigned honorifics after a Royal Decree bestowed on them with the title of “Sante Bandit”, which loosely translates to “Doctor of Peace”, a designation met with consternation by activists, observers and the opposition yesterday.

The diktat, signed by acting head of state Say Chhum on Monday, gives prominent ministry officials, such as National Police chief Neth Savoeun, ministry spokesman Khieu Sopheak and prisons director Chan Kimseng, the newly created title.

“[The] Creation of title of Sante Bandit of the Police Academy of Cambodia is for leaders of the Interior Ministry who have received honourable doctorate certificates in the field of security and public order,” the decree reads.

HCM CITY — There is a huge opportunity for Vietnamese firms to invest in agriculture in their countries and export agricultural produce to other markets, Cambodian and Myanmarese officials have said.

Meach Yady, chief of agricultural marketing at the Cambodian Department of Planning and Statistics, said his country had invested a lot in agriculture but the sector had not developed commensurately.

He was speaking at a meeting held on Friday in HCM City to introduce the International Exhibition and Conference on Agriculture, Livestock, Aquaculture, Fisheries for Cambodia and Myanmar.

Cambodia imported large quantities of fisheries products, animal feed, fruits and vegetables, dairy and other agricultural products from Việt Nam, he said.

PHNOM PENH — During the Vietnam War, even as American B-52s were carpet-bombing the Cambodian countryside, the United States (US) lent hundreds of millions of dollars to Cambodia’s flailing government to feed and clothe refugees fleeing the chaos. Now the US wants that money back — with interest.

For decades, Cambodia has refused to repay the debt, which has grown to more than half a billion dollars. It says the US, if anything, owes Cambodia a moral debt for the devastation it caused.

Washington says a loan is a loan.

But recently, Prime Minister Hun Sen, an admirer of President Donald Trump, has appealed to him to forgive the debt.

Some 200 hectares of forest in Ratanakkiri’s Lumphat Wildlife Sanctuary have been cleared and sold for up to $400 per hectare – allegedly with an official’s blessing – while an additional 700 hectares around the protected area face clearing.

This case comes on the heels of the 1,000 hectares of forest that were allegedly logged at the Phnom Nam Lyr Wildlife Sanctuary in Mondulkiri late last year.

The land in question is located at the border between Kaleng and Chey Uddom communes in Lumphat district. After the land was cleared by Kaleng villagers, it was sold to a land broker, with Kaleng commune chief Sut Som allegedly signing off on the sale, said Pen Bonnar, senior land investigator with the logging monitoring NGO Adhoc.

Islamic State said on Tuesday the United States was drowning and "being run by an idiot".

In the first official remarks by the group referring to President Donald Trump since he assumed office, spokesman Abi al-Hassan al-Muhajer said: "You (the U.S.) are bankrupt and the signs of your demise are evident to every eye."

"...There is no more evidence than (that) you being run by an idiot who does not know what Syria or Iraq or Islam is," he said in a recording released on Tuesday on messaging network Telegram.

On March 13, the National Bank of Cambodia (NBC) announced that it will cap interest rates on microfinance loans at 18 percent per year starting April 1 in order to help growing numbers of Cambodians struggling with over-indebtedness. After this announcement, leaders and experts of the microfinance industry responded that this government intervention is merely a political gesture that will backfire and hurt the rural poor even more.

Citing an economic researcher at the NBC, they argued that many small microfinance institutions (MFIs) will not be able to afford their high operating costs if the government imposes an interest rate cap. These MFIs will be forced to reduce their services and potentially stop providing the rural poor with the small loans that they rely upon for basic needs like health care and food. These borrowers will have no other option but to seek out loans from unregulated local moneylenders, which will further drive them into debt and poverty.

Prime Minister Samdech Techo Hun Sen officially opened the eponymous Hun Sen Boulevard in southern Phnom Penh yesterday, marking an important next step in the development of the capital’s transport infrastructure.

The 9,160-metre road connects Street 271 in the north with National Road 2 to the south, and is intended to greatly help ease traffic congestion in the city’s south. Hun Sen Boulevard is part of the municipality’s 2035 Phnom Penh Master Plan, which aims to improve resident’s living conditions as the capital continues to expand and develop.

“This is yet another achievement for the Kingdom of Cambodia, in general, and specifically for the residents of Phnom Penh and Kandal province. I am really delighted to see that the authorities of Phnom Penh and Kandal province, and ING Holdings have put great effort into making this achievement which can be regarded as one of the landmark achievements in Cambodia,” the Prime Minister said.

(NEWSER) – Shaking heads. Disgusted looks. Giggles. These are all reactions you'll spot in a YouTube video documenting a Mexico City subway experiment that definitely caught commuters' attention. In what's described as an empathy-building campaign, the city's government teamed up with UN Women to create the #NoEsDeHombres campaign (per the New York Times, that translates to "this isn't manly"), created to show how women regularly deal with sexual harassment. In the "Experimento Asiento" ad by the J. Walter Thompson agency, the camera shows what happens when people riding the Mexico City subway spy a repurposed seat, with the top half designed to look like a male torso, the bottom half like a penis, right where someone would sit. A sign in front of the seat reads: "It is annoying to travel this way, but not compared to the sexual violence women suffer in their daily commutes."

Dozens of Montagnards Flee Cambodia For Thailand Amid Fears of Repatriation to Vietnam

Some 50 Montagnard asylum seekers have fled Cambodia to Thailand in recent weeks amid fears of forced repatriation to Vietnam, where they complain of discrimination and persecution at the hands of local authorities, a nongovernmental organization that monitors hill tribes said Monday.

Grace Bui, a volunteer with the U.S.-based rights group Montagnards Assistance Project, told RFA’s Vietnamese Service that with the latest arrival of asylum seekers from Cambodia, the number of Montagnards based in Bang Yai, in central Thailand’s Nonthaburi province, had reached 250.

“There were only 200 people a few months ago but now there are 250 people,” she said.

“The reason is the government of Cambodia is very close to the government of Vietnam and it has returned some Montagnards to Vietnam. This makes a lot of people worry, so they traveled to Thailand.”

Philippine President Rodrigo Duterte has fired his interior minister, Ismael Sueno, in response to corruption allegations, the highest-profile sacking in the maverick leader’s campaign against graft in government.

The dismissal of Sueno – a Duterte loyalist that supported the president during his campaign and has backed efforts to depose vice president Leni Robredo – came after three of Sueno’s deputies accused him of taking money from government coffers to construct a new hotel, buy new trucks for his rice business and develop his farm.

Over the past week, all over the country, Chinese-Cambodian families bearing food, decorative paper, incense and other offerings have been making pilgrimages back to their hometowns for the Ching Ming Festival – one of the year’s most important holidays for the Chinese-Cambodian community and a testament to the deep cultural influences that have migrated south.

Today is the last day of celebrations during the 2,500-year-old “tomb-sweeping” holiday – so called because families clean and adorn their ancestors’ graves during the festival, which officially lasts three days but often is celebrated for as long as a week.

For the Sok family, this week’s festival means a trip from the capital to Pursat. This is the first time in seven years that the eldest son, Rathanak, will take part in Ching Ming.

Ministry of Interior officials confirmed yesterday that new guidelines for foreign intended parents hoping to leave Cambodia with babies born to surrogate mothers will be released later this week, prompting cautious relief among parents and those involved in the industry.

Chou Bun Eng, permanent vice chair of the ministry’s National Committee for Counter Trafficking, said that Prime Minister Hun Sen had signed off on the guidelines, and that the details would be released within two days.

Ministry official Ran Serey Leakhena confirmed the guidelines would allow babies born to a surrogate mother to leave the country, and that foreign intended parents would not be prosecuted. However, surrogacy companies and brokers could still face legal penalties, Leakhena said.

A recent government circular warning tourism establishments against price gouging during the upcoming Khmer New Year is unlikely to discourage the practice, tourism experts said yesterday, describing the document as yet another toothless attempt to rein in prices during the biggest public holiday of the year.

A Ministry of Tourism circular issued on March 20 stated that all businesses involved in the tourism industry would be expected to maintain the price levels of their products during the three-day festival that begins on April 14. The circular warned that any business found to be gouging tourists would be liable for legal action, though did not specify the nature of this action or under which law or regulation it would be enforced.

Upset by an opposition campaign slogan that appeared to gain traction with the public, the ruling Cambodian People’s Party pulled out the rule book, found some leverage and began to apply pressure.

Legal threats for “incitement” over the past month were followed by a flurry of ostensibly unprompted complaints from CPP commune chiefs aggrieved that a competing political party would go as far as to suggest voters should replace local representatives with ones who “serve the people”.

Then Interior Minister Sar Kheng weighed in, saying that not only should the rival Cambodia National Rescue Party’s slogan be changed, but its leadership was in fact illegitimate.

The CNRP’s old bylaws, Kheng claimed, had not been followed when they were elected at the party’s March 2 extraordinary congress and the Law on Political Parties may have been breached, officials later implied, hinting that the problem could be solved if only the slogan were changed.

More than 12 months after the opposition was hit with repeated leaked audio recordings, a new Facebook page dubbed “Thleay” seems to have trained its sights on Prime Minister Hun Sen and his family, releasing purported text messages, personal pictures and government documents over the last month.

The month-old Facebook page, which translates to “leaks” in Khmer, has been posting official government documents and intimate pictures of the Hun family, especially daughters Hun Maly and Hun Mana, as well as the premier’s nephew, Hun To.

In the latest leak, Thleay released three letters yesterday, purportedly from different businesspeople, requesting Hun Sen’s approval for setting up casinos across the country. A Ministry of Economy and Finance official later confirmed he was aware of one of the requests referred to in the documents, and said they appeared to follow standard procedure for requesting permission to set up a casino, which entails first asking the Council of Ministers.

In the latest flare up in tensions between the two countries, Lao authorities temporarily shut a border crossing with Cambodia and dispatched more troops to an undemarcated area on the northern border after Cambodian authorities began renovating an old French border outpost.

According to local officials, Laos shut the Voen Kham border crossing in Stung Treng province’s O’Svay commune on Sunday and briefly again yesterday until authorities from Thala Barivat district scrambled to find a resolution.

O’Svay commune police chief Ham Sovorn said Laos closed the checkpoint after border police tried to upgrade a colonial-era border outpost located in an un-demarcated “white zone” next to the Mekong River in the commune’s Deum Lvea area. Armed Lao troops then moved into the white zone and demanded Cambodian authorities halt the construction, which they did.

MOSCOW — An explosion killed at least 9 people and injured about 50 adults and children in the metro of Saint Petersburg, Russia, on Monday, according to Russian news agencies.

The crowded metro train hit by the attack was traveling between Sennaya and Tekhnologichesky Institut stations at about 3:00 p.m. Witnesses in one of the cars described a “deafening blast, sharp smell, and smoke.” Surviving victims were bleeding, many with hair burned off their heads and bodies. On seeing the smoke, “passengers in other wagons panicked, two women fainted,” according to a local student named Polina speaking to the Paperpaper internet outlet.

Senator Victor Ozerov, responsible for security at the Russian Federal Assembly said that “there are all the signs of a terrorist attack.” Izvestia reported that according to a special unit veteran investigating the attack, the bombing was carried out by a jihadist suicide-bomber.

The National Police created a new investigative working group last week to look into the unresolved murder of popular union leader Chea Vichea and two colleagues, nearly two years after a similar task force was created.

National Police chief Neth Savoeun formed an 11-member working group on March 27 to collect and investigate evidence and documents pertaining to the January 2004 daylight murder of Vichea, the Free Trade Union leader, and factory presidents Ros Sovannareth and Hy Vuthy, shot dead in May 2004 and February 2007, respectively.

A traditional healer and his family fled their home in Kong Pisey district in Kampong Speu province on Friday after villagers accused the man of sorcery and threatened to kill him.

Deputy district police chief Tuy Then said police saved the family after a few hundred villagers threatened to kill Prak Kong, 65, a traditional healer and fortune teller. The villagers had gathered around Kong’s house and tried to drag him outside, but police intervened and brought Kong and his eight family members to the police station, Then said.

Several locals had fallen ill and other villagers blamed their illness on witchcraft, he said.

“They could not eat because they drank a lot and got sick, and villagers are superstitious,” Then said. “Citizens believe too much in superstition, and they don’t care about health, they just drink.”

The Appeal Court on Friday denied a request by political analyst Kim Sok to summons Prime Minister Hun Sen, the plaintiff in the defamation and incitement case that recently saw the analyst placed in detention.

According to Sok’s defence lawyer, Choung Choungy, the Appeal Court declined to allow Sok to confront his accuser in court because, in their reasoning, the facts were simple, and “show that [he] committed the crime”, and there was thus no need to call the complainant.

The premier filed two complaints against Sok after the commentator had appeared to suggest that the government was behind the murder of analyst Kem Ley, who was gunned down last July in a case that is widely believed to be political. Sok was arrested on March 17.

The steep increase in Angkor Wat ticket prices on February 1 did not discourage tourists from visiting the country’s chief tourist draw, as some feared, but it also did not reap any significant material gains for the government coffers, new data shows.

Figures released on Saturday by the Angkor Enterprise, the state-run ticketing agency for Angkor Wat Archaeological Park, showed ticket sales to the World Heritage site near Siem Reap inched up to 701,358 during the first quarter of the year. Meanwhile, revenue rose to $20.3 million, a mere 1.7 percent year-on-year increase despite price hikes that effectively doubled the cost of single-day admission.

Some tourism experts had expressed concern over the government’s decision to sharply increase the entrance price to Angkor Wat, arguing that it could prompt price-conscious foreign travellers to skip visiting the ancient temple complex and the country itself.
