At least two garment workers and a truck driver were injured on Monday evening when the vehicle they were travelling in collided with another truck carrying pigs in Takeo province.

Bati district deputy police chief Chhorn Treun said the truck was carrying 50 workers from Phnom Penh after their factory shifts, when it swerved onto the wrong side of the road, hitting a truck carrying four pigs and, according to police, injured both drivers and two garment workers.

Hoping to net more sea visits

The growing number of foreign visitors arriving by sea represents a promising source of tourism revenue for Cambodia, though limited port and tourism infrastructure has hampered its realisation, tourism stakeholders said yesterday.

May Nimol, deputy director of marketing and promotions at Preah Sihanouk’s provincial tourism department, said 49 cruise ships and foreign navy vessels called at Sihanoukville’s deepwater port last year, compared to 42 in 2015. This translated to 52,654 total foreign tourist arrivals by sea in 2016, representing a 19 percent year-on-year increase.

“Foreign tourist arrivals by sea offer a big potential for the growth of the tourism sector,” he said, pointing out that “passengers arriving on ships are usually wealthy and enjoy spending money during their visits.”

Phnom Penh and Beijing are in talks to become “sister cities”, chief of the Chinese Embassy’s political section Wang De Xin confirmed yesterday.

According to Wang, representatives from the Beijing Committee of the Chinese People’s Political Consultative Conference, led by committee chairman Ji Lin, met with Phnom Penh Governor Pa Socheatvong on Monday to discuss the partnership.

Reached by phone yesterday, the capital’s deputy governor, Khoung Sreng, said the objective of the meeting was for both countries to better understand each other.

“The main purpose of being sister cities with Beijing would be to support each other . . . to cooperate economically and to promote cultural exchange,” he said.

As the Kingdom pushes ahead with a controversial nationwide drug crackdown, Ke Kim Yan, the president of the National Authority for Combating Drugs (NACD), called yesterday for expanded powers to detain drug users in “treatment facilities” against their will and without trial.

The remarks were made at the NACD’s yearly conference, where a report from the agency was released yesterday that revealed a 1-tonne shipment of cocaine destined for Sihanoukville had been intercepted in Shanghai in November.

Speaking yesterday, Kim Yan said the power to force addicts into treatment facilities should be “given to the local authority”, a position that was described by observers as a violation of international law.

Phnom Penh deputy governor Ieng Aunny yesterday acknowledged that the capital continues to struggle with waste management despite recent decentralisation measures, laying the blame with districts’ and communes’ lack of awareness of their new responsibilities, as well as what he characterised as contractor Cintri’s ongoing failure to meet the city’s needs.

Phnom Penh began to delegate waste management duties to its districts and communes last year, Ieng said during a workshop to review Phnom Penh’s strategy for waste management, with City Hall handing responsibility for the services to the city’s final four districts in December. The delegation of services was stipulated under a 2015 sub-decree by the Ministry of Environment.

Despite a ban on the export of timber to Vietnam and the creation of a much-publicised anti-logging task force, Cambodia last year still exported nearly $33 million dollars’ worth of unprocessed logs to its eastern neighbour, a volume more than double that of 2015, according to Vietnamese customs data.

The figures, collected by US NGO Forest Trends, reveal that in 2016 Vietnam imported 139,306 cubic metres of logs from Cambodia, a sharp rise from 59,292 cubic metres in 2015 and just 460 in 2014.

The imports saw a staggering spike in November and December of last year. Of the total volume of logs, which was valued at $32.86 million, 56 percent was received by Vietnam in November and December, with 43 percent in the latter month alone.

Donald Trump is making a big legal move that may shape his presidency over the next four years. In New York Supreme Court, his longtime lawyer Marc Kasowitz looks to throw up a roadblock to a defamation lawsuit filed by Summer Zervos, who appeared on season five of The Apprentice. 

Zervos, represented by Gloria Allred, claims that Trump tarnished her reputation by denying acts boasted to Access Hollywood's Billy Bush about grabbing women's genitals. The Apprentice alum accuses Trump of kissing her twice in 2007 and attacking her in a hotel room. In response to this, Trump put out a statement that he "never met [Ms. Zervos] at a hotel or greeted her inappropriately," along with tweets how his accuser "made up events THAT NEVER HAPPENED."

CCHR calls out government for violating trial rights

The Cambodian Center for Human Rights (CCHR) yesterday called for the release of the four jailed Adhoc staffers and one National Election Committee official who have remained in pre-trial detention since last May in a fact sheet criticising the Cambodian government for regularly breaching fair trial rights.

CCHR also criticised prolonged pre-trial detention in general, with the organisation saying the practice “is frequently used in Cambodia”.

CCHR’s fair trial rights project coordinator Hun Seanghak cited in an email the troubling pre-trial detentions of three Mother Nature activists (more than 10 months), Boeung Kak activist Tep Vanny (more than six months) and the four Adhoc officials and National Election Committee member, who as of yesterday “spent 333 days in arbitrary pre-trial detention”.

Recognising that the country’s rural population had been largely overlooked by Phnom Penh’s emerging startup community, in August 2016 Moung Vandy and his three business partners started Eco-Fresh Box, a project focused on improving the storage of fruits and vegetables.

“There are a lot of [cooling] technologies that people use in farming, but they are not reachable for Cambodian farmers because they are expensive. So we thought of creating a box that keeps vegetables fresh and is both eco-friendly and cheap,” said Vandy.

The Eco-Fresh Box is made from bamboo and burlap and relies on natural cooling systems to keep vegetables at 20°C. Farmers simply soak the burlap in cool water and then use it to line the heavy bamboo box; together, the two materials naturally trap cold vapour in the container, helping to keep its contents cool and fresh. 

By keeping vegetables fresher for longer, Vandy believes the box will significantly increase farmers’ incomes by helping them command higher prices at local markets.

Cambodia has permanently banned the sale and export of human breast milk a week after suspending exports by an American company that was harvesting it from impoverished mothers.

In a letter to the Ministry of Health yesterday, Cambodia’s governing Council of Ministers officially banned the sale and export of pumped human breast milk, putting an end to a controversial industry that has grabbed attention locally and worldwide.

Cambodian women began selling their breast milk to the Utah-based Ambrosia Labs over a year ago. They would generally earn between $7 and $10 per day for the sale of their milk, a sum that allowed many to support their families. But welfare officials argue the practice is exploitative and could impact the nutrition of the women’s children.

“Even if Cambodia is poor, it is still not alright for people to sell breast milk,” read the Council of Minister’s letter, which was signed by Secretary of State Ngor Nongly.

If the West Asians underestimate the Angkor Warriors as much as it is possible to do then there is a chance – as there always in a game of football – but any result in Jordan would be a huge achievement.

And that is fine. Cambodia can lose tonight but short-term defeat can help build the foundations for long-term success. At this point, simply embarking on one of the toughest away trips there is in Asian football, and seeing, feeling and experiencing, what it entails, is enough.

Thanks to the expansion of the Asian Cup from 16 to 24 teams, the smaller sides are getting more chances to play countries that are, at the moment, considerably stronger.

Growing by 50% is still not going to be enough for Cambodia in 2019. More important is that it has led to qualification being expanded too. No longer are half of AFC’s member nations excluded from even setting a foot on the road to the Asian Cup.

The Extraordinary Chambers in the Courts of Cambodia has come around to confronting sexual and gender-based violence head on in recent years, despite internal rules at the court that intially impeded the prosecution of these crimes, according to a new article in the International Feminist Journal of Politics.

In the years leading up to the founding of the ECCC in 2004, international courts such as the United Nations’ International Criminal Court (ICC) developed procedural laws to address gender-based violence.

But the tribunal, a unique hybrid based on a mixture of Cambodian and international law, failed to adopt rules that facilitated the prosecution of gender-based violence, the authors found. This was partly due to a belief that the Khmer Rouge’s “moral code”, which prohibited sexual relations outside of marriage, made it nearly impossible to commit gender-based violence during their rule. Prosecutors instead focused on assassinations and the responsibility of top Khmer Rouge leaders for these deaths.

The Ministry of Agriculture is working to develop a procedural framework for the trade and use of biological control agents (BCAs) in agriculture in an effort to improve crop yields, protect consumer health and ensure continued access to key export markets. Regulation could also create opportunities for the import or local production of BCA products a possibility that has piqued the interest of foreign firms.

Speaking yesterday at a consultative meeting on regulations and national registration of biological control agents, Sam Chhom Sangha, deputy secretary-general of the Ministry of Agriculture, said the use of BCAs could provide “holistic” support to Cambodia’s struggling agriculture sector, which he claimed had been damaged by the overuse of chemical agents.

“We need to find ways to boost agricultural productivity, encourage crop resilience and diversification and improve commercialisation,” he said.

Cambodian telecommunications firm Smart Axiata has launched a $5m fund that will provide investment to Cambodian businesses dedicated to digital technology.

The Smart Axiata Digital Innovation Fund, devised through a partnership with investment firm Mekong Strategic Partners, will provide marketing, business development and financial assistance to selected companies that operate in tech-minded industries such as digital advertising, e-commerce and financial technology (fintech).

Preah Sihanouk province welcomed nearly 2.4 million tourists in 2016, generating $96 million in revenue, following a significant rise in domestic and international tourist arrivals, a tourism official said yesterday.

Overall arrivals to the coastal province grew by 37 percent last year compared to 2015, according to May Nimol, deputy director of marketing and promotions at Preah Sihanouk’s provincial tourism department.

The growth was driven by a sharp uptake in domestic tourism, with the number of visitors from other Cambodian provinces surging 45 percent last year to reach 1,974,631. International tourist arrivals increased 12 percent last year to reach 404,939, led by visitors from China, Russia and Vietnam, he added.

“Tourist arrivals keep rising because of our high standards of entertainment and beautiful beaches, although our tourism products are still limited,” Nimol said.

Cops rewarded $10,000 for big drug busts

Reforming civil service institutions, scaling down high-level corruption, paying civil servants/state employees a decent salary, introducing state pension schemes that answer to the all round needs of these civil servants and their dependents, along with enforced codes of conduct and discipline for all state personnel will provide the better remedy and sounder solutions going forward...

Ke Kim Yan, the president of the National Authority for Combating Drugs (NACD), announced yesterday that police were giving officers rewards of $10,000 for drug busts netting more than a kilogram of contraband, noting that payouts had been made in three such cases already.

“Officials who net a kilogram of drugs get a reward worth $10,000, as part of the anti-drug campaign,” Kim Yan was quoted as saying by pro-government media outlet Fresh News, referencing an ongoing nationwide anti-drug campaign.

Two Borei Keila activists were arrested and questioned for more than 10 hours yesterday for conducting a small “Black Monday” protest calling for the release of human rights staffers and fellow activist Tep Vanny.

The duo, Sar Sorn and Nat Sreynak, were taken into custody by district police and security guards around 8:30am for wearing black and sloganeering at Borei Keila, while holding banners calling for the release of four Adhoc staffers, an elections official and Vanny. They were let go yesterday evening.

Just after midnight on Saturday, as she drove her motorbike home from her second job at a beer garden, mother-of-two Sok Vanna was crushed on Phnom Penh’s Veng Sreng Boulevard by a timber-laden truck bearing military number plates.

The truck, which according to police was at fault, sped off to its destination, SL Garments, where it delivered its logs to fuel the company’s furnaces.

Vanna died immediately. A journalist at the scene informed her family after finding a school-fees receipt for the eldest of the 28-year-old’s two daughters, aged 9.

Officers tailed the truck to SL Garment’s compound in Meanchey district, but they waited until morning to seize the vehicle. No arrests have been made.

A bogus Facebook status update declaring the country’s widespread support for the ruling party under the guise of a Radio Free Asia news post forced the outlet to issue a statement on Sunday clarifying that the status’s content did not belong to RFA Khmer.

The status update, which sported the RFA Khmer logo, presented fabricated statistics from a purported NGO called the “International Organization on Civil Rights for Democracy”, and claimed that “CPP support is rising over the CNRP”, said Sochea Metta Yeang, an editor at RFA Khmer.

According to the spurious post, the CPP enjoyed the support of 70 percent of Cambodians “because people think the CNRP has internal conflict”, he said.

A week after a damning report by ASEAN parliamentarians on the government’s attacks on the opposition, the state-run Cambodian Human Rights Committee said the assessment was flawed and failed to acknowledge the prime minister’s record on human rights for which he deserves a Nobel Peace Prize, the body’s president said.

The ASEAN Parliamentarians for Human Rights’ (APHR) Death Knell for Democracy report last week called the government’s systematic use of the judiciary and the National Assembly to target the opposition an attempt to dismantle democratic principles in the country.

Keo Remy, head of the government-aligned committee, held a press conference yesterday dismissing the report, saying the APHR did not represent the views of ASEAN and was going against the bloc’s policy of noninterference.

A driver hit and killed three people and seriously injured six more on Monivong Boulevard yesterday when he attempted to flee from what was initially a minor accident, but turned into a scene of mayhem with a mob viciously beating the motorist as victims lay strewn on the pavement.

According to Phnom Penh traffic police chief Chev Hak, the man caused carnage yesterday when he drove in the “wrong direction” on the busy thoroughfare at about 5:30pm, with his Toyota Camry ploughing into several motorbikes in Chamkarmon district.

Hak, who did not name the driver, said two women and a man had died, while his deputy Sem Sokunthear said six people, who were “seriously injured”, had been taken to Calmette and Khmer Soviet Friendship hospitals.

“The man is being questioned at the district police [headquarters],” Hak said, though pictures that surfaced later online appeared to show the driver in hospital with serious injuries from the beating.

In the middle of what observers and experts have described as a sustained legal, political and, at times, physical onslaught against the opposition, Prime Minister Hun Sen yesterday called for parties to refrain from attacking or insulting their opponents in the run-up to the June commune elections.

Speaking at a school inauguration in Kratie province, the premier said there needed to be a civil environment free of antagonism ahead of the elections, before adding his own thinly veiled legal warning to those who indulged in “insulting” other parties.

“To avoid conflict is to not insult each other. Each party can raise their own policies, but do not discredit others,” he said, while noting that “some words should not be said because those words are not allowed by law”.

Pivoting to the elections, Hun Sen also called on Cambodian citizens to continue their support of the Cambodian People’s Party, adding that a vote for the party was a vote for “development and maintenance of peace”.
