Russian President Vladimir Putin again denied that his country waged an influence campaign targeting the 2016 U.S. election, telling reporters Thursday: “Watch my lips: No.” Putin mistakenly attributed the phrase to Ronald Reagan, but it was actually used by George H.W. Bush when he famously said, “read my lips: no new taxes.” (The claim famously ended up untrue, as new taxes were levied during his presidency.) Putin called the U.S. intelligence community’s assessment a “lie” aimed at pushing an agenda. “All those things are fictional, illusory, and provocations, lies. All these are used for domestic American political agendas. The anti-Russian card is played by different political forces inside the United States to trade on that and consolidate their positions inside,” Putin added.

The Japanese ambassador is set to sign a new aid package today pledging about $140 million worth of support for various projects, according to the Ministry of Foreign Affairs.

Funding will go to four projects: flood protection and drainage in Phnom Penh, the renovation of the Battambang Provincial Referral Hospital, the development of National Road 5 and the expansion of the water supply system in Kampong Thom.

“Japan is one of our most important partners and has significantly contributed to Cambodia’s economic, social, and infrastructure development. These projects are expected to improve Cambodia’s regional connectivity and to enhance peoples’ well-being,” the release reads.

About $170,000 remains to be found for a coalition of watchdogs and civil society observers known as the “situation room” to successfully monitor all of Cambodia’s 2017 commune elections for irregularities.

According to Kim Chhorn, a senior program coordinator at the elections watchdog Comfrel, each election observer costs $22. Of this sum, $2.50 goes towards purchasing a T-shirt and manual for the observer, $7.50 funds the observer’s training, $10 covers the observer’s election day expenses including food and travel, and $2 covers the cost of recruiting the observer.

Sam Kuntheamy of the elections monitor NICFEC, said that the European Union approved funding to ensure the presence of 12,000 observers, while private individuals donated nearly $20,000 to the coalition. Currently, Kuntheamy said, these funds, in addition to individuals who have decided to volunteer, places the number of observers at 14,500.

Hiring Patterns in Cambodia’s Garment Industry

Despite the fact that Cambodia’s apparel industry accounts for nearly 80 percent of the country’s export revenue and employs an estimated 700,000 people, finding workers with the right skills remains a major challenge, according to The Asia Foundation’s new survey on recruitment practices in the garment industry in Cambodia.

Based on online and phone interviews with human resource managers from 52 garment factories in and around Phnom Penh, the survey found that, in addition to technical skills like sewing or quality control, leadership skills such as supervising and team leading were the most difficult to fill. For example, when asked what positions take the longest time to fill, 45 percent of respondents said sewing, 43 percent said supervisor, and 36 percent cited team leader.

The most commonly cited method for finding workers is selecting workers from in front of the factory, with 98 percent of respondents using this method. Taking referrals from existing workers is the second most common way recruiters find workers (81 percent).

Cambodia’s Government On Board With Opposition Congress: CNRP

Cambodia’s government has no objections to the results of an extraordinary congress held by the opposition Cambodia National Rescue Party (CNRP) earlier this month to appoint new leadership, the CNRP said Wednesday.

However, the country’s Ministry of Interior appeared to contradict the claim, saying the CNRP would be held to existing by-laws it was found in violation of last week and making no mention of the ministry’s stance on the March 2 extraordinary congress.

In a statement released after a meeting between CNRP lawmaker Eng Chhai Eang and director-general of the Ministry of Interior’s General Directorate of Administration Prak Sam Oeun, the opposition party said the ministry “acknowledges the process of the CNRP extraordinary congress” and “does not object to the amendment of Articles 45 and 47 of the CNRP’s statute.”

Cambodia's exiled former opposition leader Sam Rainsy was sentenced in absentia on Thursday to an additional 20 months in prison for defamation, on top of a previous five-year term.

Opponents of Prime Minister Hun Sen accuse him of using defamation cases and other tactics to marginalize rivals ahead of local elections in June and a general election next year.

The case against Sam Rainsy had been brought by Hun Sen himself over a radio interview in which he alleged "state authorities" were behind last year's killing of a government critic, Kem Ley.

A farmer was arrested on Tuesday and detained for a day at the Pailin provincial police station for allegedly growing about 90 marijuana plants and sharing the bounty with some young villagers. He was released yesterday afternoon.

Sala Krao district police and village security guards descended on the marijuana patch in O’Andong commune on Tuesday morning after they were tipped-off by locals.

Nhek Thol, district police chief, said 89 marijuana plants – some of them not yet fully grown – were found around the home of 54 year-old Miel Pun.

“Those marijuana plants are grown among other plants such as citronella, herbs and bamboo bushes. We found them and uprooted them,” he said, and adding that fewer than 20 were mature, and that three were found already harvested and dried.

Interior Minister Sar Kheng yesterday appealed to the international community for aid in Cambodia’s drug war, while the country’s anti-drug chief continued to call for local officials to be given the authority to force drug users into compulsory “treatment centres” without a trial.

Speaking at the last day of the National Authority for Combating Drugs’ annual meeting, chairman Ke Kim Yan responded directly to an article yesterday in The Post in which an independent drug expert said his proposed policy would violate human rights. “We do not violate the people’s rights,” Kim Yan said yesterday. He asserted that “authorities” have the right within the law to force drug users to get treatment.

Twenty years ago today, some 200 members of the Khmer National Party led by long-time opposition figure Sam Rainsy gathered at a rally in Wat Botum Park to call for an independent judiciary.

Rainsy, who later recalled he hadn’t been feeling well that day, said this week that he remembered little of his speech, which he delivered off the cuff. What he, and the rest of the people assembled, remembered from that day were the four deafening blasts that ripped through the crowd just as he finished speaking.

The explosions were from four grenades lobbed by still-unknown assailants, which killed at least 16, wounded more than 100 and knocked nearly everyone present to the ground.

Rainsy narrowly escaped the blast after his bodyguard, Han Many, jumped on him, shielding him from the explosion and flying shrapnel. Many later died from his injuries.

“What can I say? I feel like I owe my life to him,” Rainsy, who recently resigned as the opposition Cambodian National Rescue Party’s president, said in an interview this week.

The United Nation’s human rights office in Cambodia yesterday jumped into the political fray, deeming controversial amendments to the Law on Political Parties in breach of the Kingdom’s constitution and international human rights law.

In a 32-page legal analysis, released online, the UN Office of the High Commissioner of Human Rights (OHCHR) stated the legislative changes, hastily drafted by the Cambodian People’s Party and swiftly approved by parliament in February, included “vague” language and “excessive” restrictions. The amendments, widely seen as aimed at the opposition Cambodia National Rescue Party, allow authorities to dissolve parties for threatening “national unity”, the “security of the state” or making “serious mistakes”.

Executives at Singapore-listed energy firm KrisEnergy Ltd say they have settled terms with the Cambodian government and are ready to sign a long-awaited production-sharing agreement that would pave the way for the first-ever extraction of petroleum from Cambodian territorial waters.

Kelvin Tang, KrisEnergy’s chief operating officer and president of its Cambodia operations, said yesterday that a contract has been finalised that will govern the extraction of offshore oil and gas from the Block A oil field in the Gulf of Thailand. KrisEnergy holds a 95 percent stake in the 4,709-square-kilometre offshore block, while the Cambodian government holds the remaining 5 percent.

Chinese and ASEAN representatives are meeting in Siem Reap to begin hammering out a code of conduct for the highly contested South China Sea.

Ministry of Foreign Affairs spokesman Chum Sounry said Cambodia was hosting the director-general-level meeting yesterday and today.

China has openly dismissed an international tribunal’s determination that the sea’s rocky outcrops cannot be used as the basis for territorial claims, though ASEAN members such as Vietnam and the Philippines, both of which are embroiled in the territorial disputes with China, applauded the decision. While the disputes persist, Beijing has consistently expressed interest in finalising a code of conduct for the region among its neighbours.

Doctor Beat Richner, the prominent Swiss-born doctor credited with resurrecting the Kantha Bopha Children’s Hospitals – which have treated millions of patients free of charge since 1992 – stepped down from his more than two-decade role of managing the hospitals, citing a serious illness.

The board of the Kantha Bopha Foundation in Zurich, Switzerland, on Tuesday announced that Richner, 70, was being treated at a hospital in Switzerland.

Dr Denis Laurent, Kantha Bopha’s deputy director, confirmed that Peter Studer, vice president of the foundation’s board, has assumed responsibilities as interim head of the hospitals. Laurent declined to comment on the specifics of Richner’s illness or his current medical condition.

“We have already informed the government and the Ministry of Health, and we have no reason to stop anything,” Laurent said. “Kantha Bopha will stay exactly the same.”

Former CNRP president Sam Rainsy was slapped with yet another conviction this morning after the Phnom Penh Municipal Court found him guilty of incitement and defamation for alleging last year that political commentator Kem Ley’s death was “state-backed terrorism”.

The conviction, which coincides with the 20th anniversary of the grenade attack on a rally led by Rainsy, was handed down by judge Y Thavrak, who sentenced Rainsy to one year and eight months in prison along with a 10 million riel fine (about $2,500). Rainsy will also have to pay a symbolic punitive fine of 100 riel to Hun Sen.

“Sam Rainsy is convicted to 20 months and fined 10 million riel for defamation in public and incitement to cause social disorder,” said court spokesman Ly Sophanna, after the ruling.

Bangladesh Bank heist was 'state-sponsored': U.S. official

The heist of $81 million from the Bangladesh central bank's account at the New York Federal Reserve last year was "state-sponsored," an FBI officer in the Philippines, who has been involved in the investigations, said on Wednesday.

Lamont Siller, the legal attache at the U.S. embassy, did not elaborate but his comments in a speech in Manila are a strong signal that authorities in the United States are close to naming who carried out one of the world's biggest cyber heists.

Last week, officials in Washington, speaking on condition of anonymity, blamed North Korea.

"We all know the Bangladesh Bank heist, this is just one example of a state-sponsored attack that was done on the banking sector," Siller told a cyber security forum.

A coalition of watchdogs and other civil society groups yesterday announced their intention to form a “situation room” for the 2017 commune elections in order to monitor the voting process for irregularities.

The Electoral Reform Alliance (ERA), made up of 30 local and international groups, created a similar headquarters for the 2013 national election.

Koul Panha, head of the elections watchdog Comfrel, said the coalition will observe the voting itself and will also monitor campaigning, the independence of the National Election Committee (NEC) and the heavily criticised recent amendments to the Law on Political Parties, among other factors. “Whether the election is fair cannot be determined only on the election day, but other factors have to be looked at as well,” he said.

On Tuesday, Thai officials ordered the country’s former Prime Minister Thaksin Shinawatra to pay approximately $511m in taxes and fines from a decade-old controversy.

The issue stems from the sale of Shin Corporation, a telecommunications company founded by Thaksin, to Singapore’s Temasek Holdings in 2006. The deal, which brought the Shinawatra family $1.9 billion, invoked fury among those opposed to his government, and he was subsequently ousted in a 2006 military coup.

The bill was posted at Thaksin’s former home in Bangkok, where he lived before going into exile in 2008 to avoid prison over a graft conviction that he claims was politically motivated.

An illegal logger was killed when a first-grade tree fell on him in a Kratie community forest whose chief has allegedly gone into hiding following accusations of being involved in forestry crimes.

Two men, including the deceased, Meng Chhun Heng, 34, were felling a sokrom tree in Prasat Prey Toek Khmao community forest, in Kampong Cham commune, according to local village chief Im Pov.

“The two of them covertly logged a sokrom tree, [measuring] 40 centimetres in diametre and 16 metres long,” he said. “While they were logging, their chainsaw’s blade got stuck, and the tree . . . broke, falling on the victim.”

Gold coin worth $4 million stolen from Berlin museum

A Canadian gold coin named "Big Maple Leaf" which bears the image of Queen Elizabeth II was stolen in the early hours of Monday morning from Berlin's Bode Museum.

The coin is made out of pure gold, weighs about 100 kilos and has a face value of around $1 million.

"The coin was stolen last night, it's gone," museum spokesman Markus Farr said.

Given the high purity of the gold used in the coin, its material value is estimated to be $4 million.

The museum said on its website that the coin was issued by the Royal Canadian Mint in 2007 and that it was featured in the Guinness Book of Records for its "unmatched" degree of purity.

“On the one hand, it is a deeply co-dependent and thriving cross-border economy; on the other, two separate sovereign states separated by an invisible but deadly border.”

It had only been a few days since the latest crackdown on Cambodian migrants working in Thailand – more than 1,000 illegal workers were sent back in only three days in early March before attention once again turned to this slow burning international conflict.

A few months before, thousands more suffered a similar fate. Moreover, these were the lucky ones. According to a Ministry of Interior report, in 2016 “Thai soldiers shot dead two and injured seven Cambodian citizens who illegally crossed the border, and arrested 293 people, including 45 females”, with a spate of violence in December of last year prompting emergency talks between top leaders to discuss a border that remains “a killing machine” according to human rights groups.

Nevertheless, the issue runs far deeper than the disproportionate responses of a handful of border police. The key dissonance is not between Thai and Cambodian authorities’ view of their mutual border, but between the official view of the Thai-Cambodian migration system and the perspective of those who use it.

The mothers of murdered political analyst Kem Ley and his convicted slayer, Oueth Ang, have both questioned a Cambodian court’s recent decision to sentence the latter to life in prison last week, saying it is unlikely he is solely responsible for the killing.

Phauk Se, whose son Kem Ley was gunned down on the morning of July 10, 2016 as he stopped for coffee at a gasoline station on a busy intersection in the capital Phnom Penh, said Tuesday demanded that authorities proceed with an investigation in the case.

Like Barack Obama before him, Donald Trump comes to power amid an inherited emergency. When Obama took office in January 2009, the U.S. economy was in freefall. massive housing bubble had burst. Banks were failing, stock markets tumbling. Millions of people were losing their jobs, homes, and life savings. 

The emergency Trump inherits also involves a bubble, but his bubble is made of carbon. This bubble nevertheless threatens many of the same catastrophes Obama’s did, including the evaporation of trillions of dollars worth of wealth and terrible human suffering. Trump seems oblivious to the danger, judging from his nomination of ExxonMobil’s CEO Rex Tillerson and other fossil fuel champions to his cabinet. But the confirmation hearings that begin this week enable the Senate and the press to publicize the emergency, demand answers, and reject any nominee unfit to manage the crisis.

Thursday marks 20 years since a vicious grenade attack carried out on a Cambodian opposition party protest left 16 people dead and hundreds more wounded. Two decades on, no arrests have been made for the attack and a stalled FBI investigation has left many questions unanswered.

On 30 March 1997, a rally organised by the opposition Khmer Nation Party, led by former Cambodia National Rescue Party president and established opposition figure Sam Rainsy, had gathered in a Phnom Penh park to protest corruption and a lack of independence in the country’s judiciary.
